Abstract: ศึกษาปัจจัยที่ทำให้การดำเนินงาน ศสมช. โดย อสม. ใน จ.ร้อยเอ็ด ประสบผลสำเร็จ ซึ่งประชากรที่ใช้ในการศึกษาครั้งนี้ คือ ศสมช. จำนวน 423 แห่ง ดำเนินการศึกษาเชิงพรรณนา (cross-sectional descriptive study) ใช้แบบสัมภาษณ์ที่ผู้วิจัยสร้างขึ้นเอง สัมภาษณ์ อสม. ที่ปฏิบัติงานใน ศสมช. จำนวนแห่งละ 5 คน สามารถเก็บข้อมูลได้ครบถ้วน จำนวน 391 แห่ง คิดเป็นร้อยละ 92.43 ผลการศึกษาปัจจัยต่างๆ ของ อสม. พบว่า อสม. ร้อยละ 58.2 มีอายุ 40-59 ปี เป็นเพศชายต่อเพศหญิง 1.2:1 ร้อยละ 56.8 จบการศึกษาชั้น ป.4, ร้อยละ 91.2 มีสถานภาพสมรสคู่, ร้อยละ 94.7 ทำนาเป็นอาชีพหลัก ร้อยละ 78.7 มีรายได้น้อยกว่า 3,000 บาท/เดือน ร้อยละ 37.5 ดำรงตำแหน่ง อสม. 10 ปีขึ้นไป ร้อยละ 99.9 มีทัศนคติต่องานในด้านบวก ร้อยละ 99.9 รับรู้บทบาทของตนในระดับสูง ร้อยละ 99.5 มีแรงจูงใจต่องานในระดับสูง จำนวนหลังคาเรือนที่ อสม. ปฏิบัติงานอยู่มีจำนวนเฉลี่ย 105 หลังคาเรือน/หมู่บ้าน มีจำนวน อสม. เฉลี่ย 10-11 คน/หมู่บ้าน องค์กรในชุมชนทุกกลุ่มให้ความร่วมมือในระดับดี ร้อยละ 96.7 ได้รับสนับสนุนเงินทุนปีละครั้ง ร้อยละ 97.7 ได้รับสนับสนุนวัสดุ/อุปกรณ์จากหน่วยงานของรัฐทั้งหมดและร้อยละ 78.0 ได้รับการนิเทศงาน 1 ครั้ง/เดือนหรือมากกว่า ผลการศึกษาความสัมพันธ์ระหว่างปัจจัยต่างๆ กับผลการดำเนินงานทั้ง 14 องค์ประกอบของงาน สสม. ที่ระดับนัยสำคัญทางสถิติที่ p<0.05 พบว่า ปัจจัยที่มีความสัมพันธ์กันมากที่สุด คือ ปัจจัยด้านการสนับสนุนการทำงานของ อสม. ซึ่งได้แก่ การได้รับความร่วมมือจากผู้นำชุมชนกลุ่มต่างๆ ที่มีในหมู่บ้าน ความร่วมมือของประชาชน และการได้รับการนิเทศติดตามงานจากเจ้าหน้าที่สาธารณสุข รองลงมา คือ ปัจจัยส่วนบุคคลของ อสม. ได้แก่ แรงจูงใจของ อสม. ที่มีต่อการปฏิบัติงาน สำหรับปัจจัยด้านชุมชนนั้นไม่มีความสัมพันธ์กับผลการดำเนินงาน ที่ระดับนัยสำคัญทางสถิติที่ p<0.05 ผลการศึกษาครั้งนี้แสดงให้เห็นว่าการจะดำเนินงาน สสม. ใน ศสมช. โดย อสม. ให้ประสบผลสำเร็จได้นั้น ต้องอาศัยปัจจัยที่มีความสัมพันธ์กันดังกล่าวเป็นสำคัญ และเพื่อเป็นการพัฒนางาน สสม. ให้มีความยั่งยืนและต่อเนื่อง รัฐควรมีการส่งเสริมและสนับสนุนในปัจจัยเหล่านี้ให้สอดคล้องกันด้วย

Abstract: To study factors for success in running Primary Health Care Center by health volunteers in Roi-et province. The populations in this study are 423 Primary Health Care Centers and study by cross-sectional descriptive study design. The study tool is questionnaires are developed by the researcher. 5 persons of health volunteer in each Primary Health Care Center are sample of the study. 391 Primary Health Care Centers; 92.4% are interviewed by structured questionnaires. The result showed that health volunteer ; 58.2% were between 40-59 years old, 2.1:1 were male:female, 56.8% were completed education grade 4, 91.2% were married, 94.7% were farmer as the main occupation, 78.7% were income/month less than 3,000 baht, 37.5% had been health volunteer 10 years or more, 99.9% had positive attitude for practice, 99.9% were their role conception in high level and 99.9% had motivation in high level. 105 houses were average in each the village, 10-11 health volunteers were average in each the village, every groups of person in the village had community participation in good level, 96.7% were received support by fund, 97.7% were received support by tool/materials and 78.0% received evaluation by health persons 1 time or more than that/month. The result showed that the factor of community did not related with outcome of 14 elements in primary health care at the significant level of 0.05. But the factor of support for health volunteer activity and factor of health volunteer personality were related with outcome at the significant level of 0.05. The most of factor was factor of support for health volunteer activity; community participation by the leader of every groups in the village, community participation by population in the village and received evaluation by health persons. Subordination of the most factor was factor of health volunteer personality; motivation. This study showed that; factor of health volunteer personality and factor of support for activity running Primary Health Care Center to success. So that the developing Primary Health Care Center to continue and sustainable of work. The government should be encourage and support this factors too
