Guidelines for resource center management for promoting information and communications technology of the third-fourth key stages schools participating in resource center project in Bangkok metropolis
Abstract:
The purposes of this study were (1) To survey teachers and administrators need in ICT utilization for resource center of the third - fourth key stages schools participating in resource center project in Bangkok metropolis. (2) to survey the experts' opinion of methods for resource center management. (3) to generate guidelines for resource center management. The results were analyzed and synthesized to be ICT utilization supporting guidelines as follows : 1) Personnel factors' comprising of specification, ICT proficiency, Job description, indicator, job standard, evaluation of quality goals, training support, essential members: director, educator, and computer technician. 2) Financial factors are compose of income from donation charitable activities, training, budget from each learning strand, control and investigation of budget utilization by interval audit committee. 3) Materials, equipments and building composed of at least 3 computers for teachers in resource center, effective equipment, committee responsible for providing equipment, software expanding Network, coverage in resource center, facilities, software need lists and supporting ICT material production. 4) Service Factor : Production of learning materials, consultation, training and conference services. 5) Total Quality Management: need assessment, planning, quality goals setting, policy, controlling, cooperation, community-shared management, operational, evidence, evaluation by indicators, teacher satisfaction evaluation, identify course of failure and improvement
