Abstract:
The Education Reforms in Thailand resulted in the Educational Act of 1999. Educational Technology was, for the first time in Thai history, founded in Chapter Nine. The urgent need for research studies at that time was to find sets of national policies of Educational Technology to set forth of its implementation. The aim of this research was to study the worldwide situations of Educational Technology. The experiences in implementations of Educational Technology from various countries in Southeast Asia, Europe and America were synthesized to be a set of recommendations for Educational Technology policies of Basic Education in Thailand. Method of this study was a document analysis of official documents and research studies from various countries. Results of the synthesis were presented in topics of Visions and worldwide national Educational Technology policies, Preparation and readiness of physical infrastructure, hardware and software, Preparation of Technology literacy, Technology integration, and the Issues of quality assurance. Finally, the researcher proposed the set of recommendations for national educational technology policies of Basic Education in terms of physical preparation and management of infrastructure, hardware and software; Technology Literacy for students, teachers and staff; Integration of educational technology in schools, and quality assurance
