Abstract: การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อศึกษาระดับความพร้อม ปัจจัยที่มีอิทธิพลต่อความพร้อม ปัญหาอุปสรรค ต่อการถ่ายโอนอำนาจด้านสาธารณสุข ในทัศนะของเจ้าหน้าที่องค์การบริหารส่วนตำบล จำนวน 149 คน เครื่องมือที่ใช้เป็นแบบสอบถามมาตราส่วนประมาณค่า สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย และค่าเบี่ยงเบนมาตรฐานการทดสอบค่า t-test การทดสอบค่า F-test และการทดสอบความแตกต่างเป็นรายคู่ของเชฟเฟ่ (Scheffe’) ผลการวิจัยพบว่า 1) ระดับความพร้อมต่อการถ่ายโอนอำนาจด้านสาธารณสุข ในทัศนะของเจ้าหน้าที่องค์การบริหารส่วนตำบลโดยรวม พบว่าส่วนใหญ่ มีความรู้ ความเข้าใจในบทบาทหน้าที่ขององค์การบริหารส่วนตำบล การรับรู้ข้อมูลข่าวสาร ส่วนใหญ่ได้จากวิทยุชุมชน การประชุม อบรม สัมมนา คำบอกผู้นำท้องถิ่น ความพร้อมในด้านบุคลากรส่วนมากได้รับความช่วยเหลือทางด้านวิชาการและความรู้จากหน่วยงานด้านสาธารณสุข และภาครัฐ ความพร้อมด้านงบประมาณอยู่ในระดับปานกลาง โดย ได้ตั้งงบประมาณเพื่อรองรับการถ่ายโอนบุคลากรของกระทรวงสาธารณสุข และการจัดสรรงบประมาณด้านสาธารณสุขไว้ในข้อบัญญัติงบประมาณรายจ่ายประจำปี ความพร้อมด้านการให้บริการอยู่ในระดับปานกลาง ดูได้จากการมีวัสดุอุปกรณ์ในการให้บริการด้านสาธารณสุข ความพร้อมด้านการบริหารงาน อยู่ในระดับปานกลางมีการประชุมจัดทำแผนงานด้านสาธารณสุข และมีนโยบายด้านสาธารณสุข ประกาศไว้ชัดเจน 2) ปัจจัยที่ส่งผลต่อการมีความพร้อมในการถ่ายโอนอำนาจด้านสาธารณสุข มีปัจจัยด้าน เพศ อาชีพ ตำแหน่งในองค์การบริหารส่วนตำบล ความรู้ความเข้าใจในบทบาทหน้าที่ การรับรู้ข่าวสาร ต่างกัน เป็นปัจจัยที่ส่งผลต่อระดับการมีความพร้อม 3) ปัญหาอุปสรรค ต่อการถ่ายโอนอำนาจด้านสาธารณสุขส่วนใหญ่ มีปัญหาด้านบุคลากรขาดความรู้ความเข้าใจในงานด้านสาธารณสุข รองลงมางบประมาณไม่เพียงพอต่อการปฏิบัติงานด้านสาธารณสุข ขาดการวางแผนและการประสานงานกับหน่วยงานอื่น

Abstract: The purpose of the research is to study the factors that effect the Readiness, and the problems and obstacles in the decentralization of the Public Health Work sector, in opinion of Member’s sub District Administration Organization. The sample consisted of 149 peoples the method of research was used with questionnaire form in to the 5 rate level. The statistics has researched is the percentage’s data The average of scores, The cost standard of evaluation of average of alter in two groups (t-test). The test of alter in tree groups over (F-test). The results of study showed that : 1) The level of readiness in the decentralization of the Public Health Work in the opinion of Member’s sub District Administration Organization most have knowledge and understanding in the duties of District Administration Organization In the receiving of knowledge and information, most get it form local radio, meetings, training, seminars, and hearsay of local leader in the readiness of the personnel sector, most received help in technical matters and knowledge from Public Health Work and from governmental. The readiness in the budget sector is average establishing the budget to support personnel in the Public Health Work and the arrangement of the budget in the Public Health Work, preserved in the legal code of the yearly expense the readiness in the service sector is average seen by having the materials needed for service in the Public Health Work. The readiness to manage the work is average as meetings are held to prepare plans in the Public Health Work Sector. The announcement was clear. 2) The causes that have strength to continue to have readiness in the decentralization of the Public Health Work, have causes in the sector of sex, occupation, position in the District Administration Organization in knowledge and Understanding, Receiving of knowledge and understanding Differences are the canse that have power in the levels of readiness. 3) The problems and obstacles in the decentralization of the Public Health Work. Most have problems with the personnel not knowledge and Understanding the job of the Public Health Work sector. Second, the budget is to enough to do the job in the public health work. Sector and not have a job plan and not contacting other organizations.
