Abstract: การวิจัยครั้งนี้ มีวัตถุประสงค์ เพื่อ ศึกษาความสัมพันธ์ระหว่างภาวะผู้นำ กับพฤติกรรมตามกฎลูกเสือ ของผู้บริหารโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาอุบลราชธานีเขต 4 ตามความคิดเห็นของข้าราชการครู โรงเรียนในสังกัดสำนักงานเขตพื้นที่การศึกษาอุบลราชธานี เขต 4 กลุ่มตัวอย่างที่ใช้ในการวิจัยครั้งนี้ เป็นข้าราชการครูโรงเรียน ในสังกัดสำนักงานเขตพื้นที่การศึกษาอุบลราชธานี เขต 4 จำนวน 320 คน ซึ่งกลุ่มตัวอย่าง ได้มาโดยการสุ่มตัวอย่างแบบแบ่งชั้นจำนวน 3 กลุ่ม ได้แก่ โรงเรียนที่เปิดสอนช่วงชั้นที่ 1-2 (โรงเรียนประถมศึกษา)จำนวน 156 คน โรงเรียนที่เปิดสอนช่วงชั้นที่ 1-3 (โรงเรียนขยายโอกาสทางการศึกษา) จำนวน 92 คน และ โรงเรียนที่เปิดสอนช่วงชั้นที่ 3-4 (โรงเรียนมัธยมศึกษา) จำนวน 72 คน เครื่องมือที่ใช้ในการรวบรวมข้อมูลเป็นแบบสอบถามชนิดเลือกตอบ เติมคำ และแบบสอบถามแบบมาตราส่วนประมาณค่า 5 ระดับ โดยมีความเชื่อมั่นทั้งฉบับเท่ากับ .97 สถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าสัมประสิทธิ์สหสัมพันธ์ ผลการวิจัยพบว่า 1. ภาวะผู้นำกับพฤติกรรมตามกฎลูกเสือของผู้บริหารโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาอุบลราชธานี เขต 4 มีความสัมพันธ์กันในระดับปานกลาง โดยมีค่าสัมประสิทธิ์สหสัมพันธ์อยู่ระหว่าง .44 ถึง .53 อย่างมีนัยสำคัญทางสถิติที่ระดับ .01 เมื่อพิจารณาความสัมพันธ์รายแบบพบว่า ภาวะผู้นำแบบมุ่งความสำเร็จมีความสัมพันธ์กับพฤติกรรมตามกฎลูกเสือสูงสุด รองลงไปได้แก่ ภาวะผู้นำแบบสนับสนุน ภาวะผู้นำแบบมีส่วนร่วม และภาวะผู้นำแบบชี้นำ ตามลำดับ 2. ระดับภาวะผู้นำของผู้บริหารโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาอุบลราชธานี เขต 4 อยู่ในระดับมาก ทั้ง 4 แบบ เมื่อพิจารณาเป็นรายแบบพบว่า ภาวะผู้นำแบบมีส่วนร่วม มีระดับภาวะผู้นำสูงสุด รองลงไปได้แก่ ภาวะผู้นำแบบสนับสนุน ภาวะผู้นำแบบชี้นำและภาวะผู้นำแบบมุ่งความสำเร็จ ตามลำดับ 3. ระดับพฤติกรรมตามกฎลูกเสือของผู้บริหารโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาอุบลราชธานี เขต 4 อยู่ในระดับมาก ทุกข้อ เมื่อพิจารณาเป็นรายข้อพบว่า พฤติกรรมตามกฎลูกเสือ ข้อ 2 มีระดับสูงสุด รองลงไปได้แก่ พฤติกรรมตามกฎลูกเสือข้อ 7 พฤติกรรมตามกฎลูกเสือข้อ 6 พฤติกรรมตามกฎลูกเสือข้อ 8 พฤติกรรมตามกฎลูกเสือข้อ 5 พฤติกรรมตามกฎลูกเสือข้อ 4 พฤติกรรมตามกฎลูกเสือข้อ 3 พฤติกรรมตามกฎลูกเสือ ข้อ 10 พฤติกรรมตามกฎลูกเสือข้อ 9 และพฤติกรรมตามกฎลูกเสือข้อ 1 ตามลำดับ The purposes of this research were to study the relationship between leadership style and scout rule behaviors of school directors under Ubon ratchathani educational Area Service Office 4 as perceived by school teachers under Ubon ratchathani Educational Area Service Office 4 The sample group of this study consisted of 320 school teachers under Ubon Ratchathani Educational Area Service Office 4 who were selected by the stratified random sampling from 3 groups of different schools. This included 156 teachers from primary schools, 92 teachers from primary-low secondary schools and 72 teachers from secondary schools. The instruments used in data collecting were a questionnaire of checklist questions, the filling words and the five-point rating scale questionnaire that had the reliable value at .97. The statistics which were used in analyzing the data were frequency, percentage, mean, standard deviation and correlation coefficient. The research findings were as follows: 1. The leadership styles and scout rule behaviors of school directors under Ubon Ratchathani Educational Area Service Office 4 were found to be correlated had significantly at moderate level of .01, and the correlation coefficient from .44 to .53. By considering each relationship it was found that the Achievement-Oriented Leadership was related to scout rule behaviors at the highest level, followed by Supportive Leadership, Participative Leadership and Directive Leadership respectively. 2. The levels of leadership styles of school directors under Ubon Ratchathani Educational Area Service Office 4 were found to be at high levels in all 4 styles. By considering each style it was found that the Participative Leadership had the highest level of leadership, followed by the styles of Supportive Leadership, Directive Leadership, Achievement-Oriented Leadership respectively. 3. The levels of scout rule behaviors of school directors under Ubon Ratchathani Educational Area Service Office 4 were high in every item. By considering each item it was found that scout rule behavior in the second item was at the highest level, followed by the scout rule behaviors in items 7, 6, 8, 5, 4, 3, 10, 9, and 1 respectively.
