Abstract:
การวิจัยนี้มีวัตถุประสงค์ในการวิจัยอยู่ 2 ประการ คือ ประการแรกเพื่อศึกษารูปแบบและการจัดการระบบบำบัดน้ำเสียของเทศบาลเมืองยโสธร และประการที่สองเพื่อศึกษาปัญหาข้อเสนอแนะรูปแบบและการจัดการระบบน้ำเสียของเทศบาลเมืองยโสธร เป็นการวิจัยเชิงคุณภาพ โดยการศึกษาเอกสารและสัมภาษณ์ผู้บริหารและผู้เกี่ยวข้อง นำเสนอผลการวิจัยในรูปแบบพรรณนาวิเคราะห์พร้อมภาพประกอบ
ผลการวิจัยพบว่า
รูปแบบและการจัดการระบบน้ำบำบัดน้ำเสียของเทศบาลเมืองยโสธร ผ่านกระบวนการสำรวจความเหมาะสมตามโครงการศึกษาความเหมาะสมระบบรวบรวมและบำบัดน้ำเสียเทศบาลเมืองยโสธร โดยเลือกรูปแบบระบบระบายน้ำเสียแบบรวม ส่วนระบบบำบัดน้ำเสียเป็นแบบระบบบ่อผึ่ง เป็นระบบที่ประหยัดที่สุด ใช้พื้นที่บริเวณกุดจับ เพราะสภาพพื้นที่เป็นหนองน้ำขนาดใหญ่บริเวณโดยรอบเป็นที่ว่างสาธารณะจึงเป็นพื้นที่ที่เหมาะสม ส่วนด้านการจัดการเลือกที่จะดำเนินการเอง โดยการกำหนดให้มีกองช่างสุขาภิบาลขึ้น
ปัญหารูปแบบและการจัดการระบบบำบัดน้ำเสียเทศบาลเมืองยโสธร น้ำเสียในบ่อพักน้ำเสียและท่อระบายน้ำเสียมีกลิ่นเหม็น ซึ่งมีสาเหตุจากวัสดุก่อสร้าง ประเภท หิน ดิน ทราย ที่กองอยู่บนผิวจราจรไหลผ่านตะแกรงลงสู่บ่อพักน้ำเสีย ทำให้น้ำเสียตกค้าง มีกลิ่นเหม็นก่อให้เกิดการเพาะพันธุ์ยุง และบางครั้งเครื่องสูบน้ำของบ่อสูบน้ำเสีย ชำรุด ส่วนด้านการจัดการ ประสบปัญหาขาดแคลนบุคลากร ซึ่งแก้ปัญหาด้วยการใช้บุคลากรร่วมกันกับกองช่าง แต่ก็ยังไม่เพียงพอต่อการจัดการ
Abstract:
The objective of this study was two fold: fold: first, to study a model and management of waste water treatment system of Mueang Yasothorn Municipality, second, to study the problems and to provide a model and management of waste water treatment system of Mueang Yasothorn Municopality. It was a qualitative study conducted through literature and interview of municipal administrators and the involved people. The result of descriptive analysis was presented along with pictures.
The research findings were as follows:
The model and management of waste water treatment system of Mueang Yasothorn Municipality was established on the basis of the feasibility result of the project. It came out in the selection of a holistic waste water treatment system to treat the waste water. The waste treatment used the oxidation pond system because it was the most economical means and was located in the area of Good Jab, the big pond. This area was considered appropriate because none of the people housed and resided around the area. In terms of the management of waste water treatment system, the municipality operated it through the department of maintenance of municipality.
With regard to the problems in the management of waste water treatment system, it appeared there was an annoying odor. This might resulted from a lot of small pieces of materials for the construction piling above the tube and falling into the waste water pond which resulted in mosquito breeding. Waste water plumbers were sometimes not in a proper condition to be used. In addition, the lack of resource personnel existed; it was solved out by employing the personnel from the maintenance department. However, it was insufficient.
