Abstract:
การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาและเปรียบเทียบความคิดเห็นของข้าราชการครูที่มีต่อการดำเนินงานการสร้างเครือข่ายการมีส่วนร่วมของทุกภาคส่วนสังคมของสถานศึกษาขั้นพื้นฐานสังกัดสำนักงานเขตพื้นที่การศึกษาอุบลราชธานี เขต 2 ทั้ง 4 ด้าน คือด้านการประสานงานกับหน่วยงานองค์กรทั้งภาครัฐและเอกชน ด้านการแสวงหาความร่วมมือกับหน่วยงานองค์กรทั้งภาครัฐและเอกชน ด้านการให้บริการและพัฒนาชุมชน และด้านการรายงานการจัดการศึกษาแก่สาธารณชน จำแนกตามตำแหน่งข้าราชการครู ประสบการณ์การทำงาน และประเภทสถานศึกษา
กลุ่มตัวอย่างที่ใช้ในการวิจัยครั้งนี้เป็นข้าราชการครูในสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาอุบลราชธานี เขต 2 จำนวน 335 คน ซึ่งได้มาโดยการสุ่มตัวอย่างแบบแบ่งชั้น เครื่องมือที่ใช้ในการเก็บข้อมูล เป็นแบบสอบถามมาตราส่วนประมาณค่า 5 ระดับมีค่าความเชื่อมั่นทั้งฉบับเท่ากับ .98 สถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ ค่าร้อยละ ค่าเฉลี่ย ส่านเบี่ยงเบนมาตรฐาน การทดสอบค่า และการวิเคราะห์ความแปรปรวนทางเดียว ( ANOVA)
ผลการวิจัยพบว่า
1. ข้าราชการครูมีความคิดเห็นต่อการดำเนินงานการสร้างเครือข่ายการมีส่วนร่วมของทุกภาคส่วนสังคมของสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาอุบลราชธานี เขต 2 โดยรวมและรายด้านอยู่ในระดับมาก
2. ผู้บริหารสถานศึกษาและครูมีความคิดเห็นต่อการดำเนินงานการสร้างเครือข่ายการมีส่วนร่วมของทุกภาคส่วนสังคมของสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาอุบลราชธานี เขต 2 โดยรวมและรายด้านไม่แตกต่างกัน
3. ข้าราชการครูที่มีประสบการณ์การทำงานต่างกันมีความคิดเห็นต่อการดำเนินงานการสร้างเครือข่ายการมีส่วนร่วมของทุกภาคส่วนสังคมของสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาอุบลราชธานี เขต 2 โดยรวมและรายด้านไม่แตกต่างกัน
4. ข้าราชการครูที่ปฏิบัติงานในสถานศึกษาต่างประเภทกันมีความคิดเห็นต่อการดำเนินงานการสร้างเครือข่ายการมีส่วนร่วมของทุกภาคส่วนสังคมของสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาอุบลราชธานีเขต 2 โดยรวมและด้านการแสวงหาความร่วมมือกับหน่วยงานองค์กรทั้งภาครัฐและเอกชน ด้านการให้บริการและพัฒนาชุมชน และด้านการรายงานการจัดการศึกษาแก่สาธารณชนไม่แตกต่างกัน ส่วนด้านการประสานงานกับหน่วยงานองค์กรทั้งภาครัฐและเอกชนแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05
The objectives of this study were to investigate and to compare the opinions of the respondents toward the creation of participatory network of all social sectors at basic educational institution under the jurisdiction of the Office of Ubon Ratchathani Educational Service Area 2 covering four aspects of participations namely (1) cooperating with other private and governmental organizations, (2) seeking cooperation with other private and governmental organizations, (3) providing community service and development, and (4) distributing the report of school performance to the public. The surveyed opinions were also analyzed on certain demographic basis including the respondents professional position held, work experience, and school type.
A total of 335 teachers were employed as the research sample. They were teachers working for schools under the jurisdiction of the Office of Ubon Ratchathani Educational Service Area 2 and were selected by using the stratified random sampling method. The research instrument was a five-scale rating questionnaire with the overall coefficient reliability of .98. The statistics utilized for data analysis included percentage, arithmetic mean, standard deviation, t-test, and ANOVA.
The research findings were as follows:
1. The overall and different aspects of the opinions towaed the creation of participatory network of all social sectors at basic educational institution under the jurisdiction of the office of Ubon Ratchathani Educational Service Area 2 were found to be at higher level.
2. The overall and different aspects of the opinions of the school administrators and teachers toward the creation of participatory network of all social sectors at basic educational institution under the jurisdiction of the Office of Ubon Ratchathani Educational Service Area 2 participatory network were found to be insignificantly different.
3. The overall and different aspects of the opinions of the school teachers who were different in work experience toward the creation of participatory network of all social sectors at basic educational institution under the jurisdiction of Office of Ubon Ratchathani Educational Service Area 2 were also found insignificantly different.
4. The overall and particular aspects of opinions, that is, seeking cooperation with other private and governmental organizations, providing community service and development, and distributing the report of school performance to the public were found not significantly different. However, the opinions on the cooperation with other private and governmental organizations were found significantly different at level .05.
