Abstract: การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาและเปรียบเทียบสภาพและปัญหาการมีส่วนร่วมในการบริหารงานห้องสมุดสถานศึกษาของข้าราชการครูและคณะกรรมการสถานศึกษาขั้นพื้นฐานในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาอุบลราชธานี เขต 3 จำแนกตามตำแหน่ง ระดับช่วงชั้นที่เปิดสอน และขนาดโรงเรียน กลุ่มตัวอย่างที่ใช้ในการวิจัย คือ ผู้บริหารสถานศึกษา ครูผู้ปฏิบัติการห้องสมุดและคณะกรรมการสถานศึกษาขั้นพื้นฐาน ที่ปฏิบัติงานในสังกัดสำนักงานเขตพื้นที่การศึกษาอุบลราชธานี เขต 3 ประจำปีการศึกษา 2550 ได้มาโดย การสุ่มตัวอย่างแบบง่าย (Simple Random Sampling) โดยวิธีจับฉลาก กำหนดขนาดของกลุ่มตัวอย่างจากตารางของ Krejcie and Morgan รวม 249 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถามเกี่ยวกับสภาพและปัญหาการมีส่วนร่วมในการบริหารห้องสมุดสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาอุบลราชธานี เขต 3 ซึ่งมีค่าความเชื่อมั่นของแบบสอบถามทั้งฉบับ เท่ากับ .95 สถิติที่ใช้ในการวิเคราะห์ประกอบด้วยค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการทดสอบค่า F เมื่อพบความแตกต่างทดสอบรายคู่ด้วยวิธีของ Scheffe ผลการวิจัย พบว่า 1. ข้าราชการครูและคณะกรรมการสถานศึกษาขั้นพื้นฐานมีความคิดเห็นต่อสภาพการมีส่วนร่วมในการบริหารงานห้องสมุดสถานศึกษาของสถานศึกษาในสังกัดสำนักงานเขตพื้นที่การศึกษาอุบลราชธานี เขต 3 โดยรวมและรายด้านอยู่ในระดับมาก 2. ข้าราชการครูและคณะกรรมการสถานศึกษาขั้นพื้นฐานมีความคิดเห็นต่อปัญหาการมีส่วนร่วมในการบริหารงานห้องสมุดสถานศึกษาของข้าราชการครูและคณะกรรมการสถานศึกษาขั้นพื้นฐานในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาอุบลราชธานี เขต 3 โดยรวมและรายด้านอยู่ในระดับปานกลาง 3. ข้าราชการครูและคณะกรรมการสถานศึกษาขั้นพื้นฐานที่มีตำแหน่งต่างกัน มีความคิดเห็นต่อสภาพและปัญหาการมีส่วนร่วมในการบริหารงานห้องสมุดสถานศึกษาของข้าราชการครูและคณะกรรมการสถานศึกษาขั้นพื้นฐานในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาอุบลราชธานี เขต 3 แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .01 4. ข้าราชการครูและคณะกรรมการสถานศึกษาขั้นพื้นฐานที่ปฏิบัติงานในโรงเรียนที่มีระดับชั้นที่เปิดสอนต่างกัน มีความคิดเห็นต่อสภาพและปัญหาการมีส่วนร่วมในการบริหารงานห้องสมุดสถานศึกษาของข้าราชการครูและคณะกรรมการสถานศึกษาขั้นพื้นฐานในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาอุบลราชธานี เขต 3 แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .01 5. ข้าราชการครูและคณะกรรมการสถานศึกษาขั้นพื้นฐานที่ปฏิบัติงานในโรงเรียนที่มีขนาดต่างกัน มีคามคิดเห็นต่อสภาพและปัญหาการมีส่วนร่วมในการบริหารงานห้องสมุดสถานศึกษาของข้าราชการครูและคณะกรรมการสถานศึกษาขั้นพื้นฐานในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาอุบลราชธานี เขต 3 แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .01 The objectives of this study were to investigate the state and problems in participation in library administration of teachers and basic educational institution committee under the jurisdiction of Ubon Ratchathani Educational Service Area Office Region 3 and to compare the opinions of the respondents classified by the their professional position, levels of teaching programs offered by school, and school size. A total sample of 249 subjects, selected by using a simple random sampling method with reference to the sample size criterion of Krejcie and Morgan, included 83 school administrators, 83 teachers who were responsible for school library, and 83 committee who were heads of basic educational institution committee. The entire sample worked for schools in B.E. 2550 academic year (A.D. 2007). The research instrument was a five-level rating questionnaire with the overall coefficient reliability of .95. The statistics used for data analysis included percentage, arithmetic mean, standard deviation, t-test, F-test, and Scheffe comparison test. The research findings were as follows: 1. The Administrators, school librarians, and heads of the school committee perceived the overall and individual aspects of their participation in library administration at a high level. 2. The school administrators, school librarians, and heads of basic educational institution committee working for schools in B.E. 2550 academic year (A.D. 2007) under the jurisdiction of Ubon Ratchathani Educational Service Area Office Region 3, Perceived the problem of their participation in the library administration at a medium level. 3. There was significant different in the opinions about the overall and individual aspect of the state and problem of the participation in the library administration among the administrators and heads of the school committee, at the level of .01. 4. There was significant different in the opinions about the overall and individual aspect of the state and problem of the participation in the library administration among those who worked at schools that offered different class levels, at the level of .01. 5. There was significant different in the opinions about the overall and individual aspect of the state and problem of the participation in the library administration among those whose schools were different in size, at the level of .01.
