Abstract: การวิจัยนี้มีวัตถุประสงค์ เพื่อการนำเสนอรูปแบบการกำกับการบริหารงานวิชาการของคณะกรรมการสถานศึกษาขั้นพื้นฐานโรงเรียนบ้านโนนขาม อำเภอเดชอุดม สังกัดสำนักงานเขตพื้นที่การศึกษาอุบลราชธานี เขต 5 กลุ่มผู้เกี่ยวข้องในการวิจัย ประกอบด้วย 1) ผู้มีส่วนเกี่ยวข้องกับการพัฒนาเครื่องมือ 2) กลุ่มผู้มีส่วนเกี่ยวข้องในการประชุมเชิงปฏิบัติการ และ 3) กลุ่มผู้เชี่ยวชาญ เครื่องมือที่ใช้ได้แก่ แบบสอบถามมาตราส่วนประมาณค่า (Rating Scale) แบบบันทึกประชุม แบบสนทนากลุ่ม และแบบวิเคราะห์รูปแบบ เรื่อง การกำกับการบริหารงานวิชาการของคณะกรรมการสถานศึกษาขั้นพื้นฐาน : กรณีโรงเรียนบ้านโนนขาม อำเภอเดชอุดม สังกัดสำนักงานเขตพื้นที่การศึกษาอุบลราชธานี เขต 5 สถิติที่ใช้ได้แก่ ค่าร้อยละ ค่าเฉลี่ย และการวิเคราะห์เนื้อหา (Content Analysis) ผลการวิจัยพบว่า รูปแบบการกำกับการบริหารงานวิชาการของคณะกรรมการสถานศึกษาขั้นพื้นฐาน : กรณีโรงเรียนบ้านโนนขาม อำเภอเดชอุดม สังกัดสำนักงานเขตพื้นที่การศึกษาอุบลราชธานี เขต 5 คือ คณะกรรมการสถานศึกษาขั้นพื้นฐานจะต้องกำกับการบริหารงานวิชาการ ใน 5 ด้าน ดังนี้ 1. ด้านการพัฒนาหลักสูตร คณะกรรมการสถานศึกษาขั้นพื้นฐาน จะต้องกำกับการบริหารงานวิชาการของสถานศึกษา ด้านการพัฒนาหลักสูตรสถานศึกษาขั้นพื้นฐาน โดยการให้ความเห็น ข้อเสนอแนะ และรับทราบในเรื่อง 1) การกำหนดวิสัยทัศน์ ภารกิจ เป้าหมาย คุณลักษณะที่พึงประสงค์ของสถานศึกษา 2) การจัดทำรายงานวิชาการตามกลุ่มสาระการเรียนรู้ให้สอดคล้องกับความต้องการของท้องถิ่น 3) การกำหนดมาตรฐานการเรียนรู้ของหลักสูตรสถานศึกษา 4) การจัดทำแผนการจัดกิจกรรมพัฒนาผู้เรียน 2. ด้านการจัดการเรียนการสอน คณะกรรมการสถานศึกษาขั้นพื้นฐาน จะต้องกำกับการบริหารงานวิชาการของสถานศึกษา ด้านการจัดการเรียนการสอน โดยการให้ความเห็น ข้อเสนอแนะและรับทราบในเรื่อง 1) การไปศึกษาแหล่งเรียนรู้นอกสถานศึกษา 2) การศึกษาข้อมูลนักเรียนเป็นรายบุคคล 3) การจัดหา การใช้สื่อ เทคโนโลยี 4) การจัดการเรียนการสอนโดยวิทยากร ภายนอก 5) การส่งเสริมความเป็นเลิศด้านต่าง ๆ ของผู้เรียน 3. ด้านการจัดบรรยากาศสภาพแวดล้อม คณะกรรมการสถานศึกษาขั้นพื้นฐาน จะต้องกำกับการบริหารงานวิชาการของสถานศึกษาด้านการจัดบรรยากาศสภาพแวดล้อม โดยการให้ความเห็น ข้อเสนอแนะ และรับทราบในเรื่อง 1) การจัดภูมิทัศน์ภายในโรงเรียน 2) การวางแผนงานอาคารสถานที่ 3) การรักษาความปลอดภัย 4) การจัดป้ายนิทรรศการ การจัดมุมในห้องเรียน 5) การรักษาความสะอาดห้องเรียน 4. ด้านการจัดแหล่งเรียนรู้ ภูมิปัญญาท้องถิ่น คณะกรรมการสถานศึกษาขั้นพื้นฐานจะต้องกำกับการบริหารงานวิชาการของสถานศึกษา ด้านการจัดแหล่งเรียนรู้ ภูมิปัญญาท้องถิ่น โดยการให้ความเห็น ข้อเสนอแนะ และรับทราบในเรื่อง 1) การพัฒนาห้องสมุดโรงเรียน สนามกีฬา สนามเด็กเล่น 2) การจัดแหล่งเรียนรู้อื่น ๆ เช่น การจัดสวนสมุนไพร สวนพฤกษศาสตร์ ต้นไม้พูดได้ ป้ายคำขวัญ ฯลฯ 3) การจัดทำข้อมูล ภูมิปัญญาท้องถิ่น 4) การใช้ภูมิปัญญาท้องถิ่น 5. ด้านการจัดระบบประกันคุณภาพภายใน คณะกรรมการสถานศึกษาขั้นพื้นฐาน จะต้องกำกับการบริหารงานวิชาการของสถานศึกษาด้านการจัดระบบประกันคุณภาพภายใน โดยการให้ความเห็น ข้อเสนอแนะ และรับทราบในเรื่อง 1) การจัดระบบโครงสร้างองค์กรที่รอบรับการจัดระบบการประกันคุณภาพภายในสถานศึกษา 2) การจัดทำ แผนพัฒนาคุณภาพการศึกษา ตามข้อเสนอแนะและผลการประเมินของ สมศ. 3) การช่วยเหลือการดำเนินงานตามแผนงาน/โครงการ ให้บรรลุผลสำเร็จ 4) รายงานผลการประเมินคุณภาพการศึกษาของสถานศึกษาเมื่อสิ้นปีการศึกษาและผลการประเมินของสำนักงานรับรองมาตรฐานและประเมินคุณภาพการศึกษา ในรอบที่ผ่านมา The objective of this study was to present the supervision model in academic administration of the compulsory school committee of Ban Non-Kham School, Det Udom District, under the Jurisdiction of Ubon Ratchathani Educational Service Area Office Region 5. The participants included 1) those who involved in the development of research instrument, 2) those who participated in the operational seminar, and 3) the experts who evaluated the developed instrument. The research instrument consisted of a survey questionnaire, meeting memorandum, group interview form, and model analysis form. The statistics used for data analysis included percentage, arithmetic mean, and content analysis. The research findings were as follows: For the supervision of the school academic administration the compulsory school committee of Ban Non-Kham School, Det Udom District, under the jurisdiction of Ubon Ratchathani Educational Service Area Office Region 5 was expected to provide advice and to acknowledge in the following five aspects. 1. For the curriculum development, the compulsory school committee was expected to provide advice and supervise in 1) the establishment of school vision, missions, objectives, and school desirable qualifications, 2) the provision of subjects in accordance with the local needs, 3) the establishment of the school’s curriculum learning standard, and 4) the planning of activities for student’s development. 2. In terms of teaching, the committee was expected to supervise the school in 1) field-trip study, 2) studying and profiling individual students, 3) providing teaching materials and technology, 4) providing resource personnel and experts from outside, and 5) promoting excellence in various aspects for students. 3. In relation to establishment of school learning environment, the committee was to advise and to consent to 1) the school inside decoration, 2) the planning of building and school zoning, 3) security, 4) school and classroom exhibitions, and 5) school hygiene” 4. With regard to learning and local wisdom centers, the committee was to advise and to consent to 1) school library, sports and playground development, 2) other learning centers such as herbal gardens, botany garden, wisdom signs on trees and the like, 3) information systemization of the local wisdom, and 4) the application of the local wisdom. 5. In terms of internal quality assurance, the committee was to provide advice and to consent to 1) the establishment of the school quality assurance organization, 2) the planning of educational development according to the advice of the Bureau of Educational Quality Assurance, 3) the support of work performance, 4) the annual report of the school quality in a variety of performances as evaluated by the Bureau of Educational Quality Assurance.
