Abstract: Small and Medium-sized Enterprises (SMEs), the cornerstone of the Thai economy, continue to face significant challenges in accessing credit. This issue stems from persistent information asymmetry and traditional credit guarantee processes, which are characterized by inefficiency, delays, and heavy reliance on paper-based documentation. Consequently, this research proposes the design and development of a blockchain-based solution as a novel approach to enhance credit access. This innovation aims to establish an efficient, transparent, and secure Digital Credit Guarantee Mechanism. The proposed approach integrates blockchain technology with Self-Sovereign Identity (SSI) principles, empowering SMEs to control their personal and business data via Decentralized Identifiers (DIDs) and Verifiable Credentials (VCs). Data exchange processes among SMEs, financial institutions, and the Thai Credit Guarantee Corporation (TCG) are automated and secured using Smart Contracts. The study employs the Design Science Research Methodology (DSRM), resulting in the creation of an artifact. This artifact was evaluated through simulation using a real-world dataset comprising 92,377SME loan applications. Evaluation results indicate that the proposed system substantially reduces the average loan approval time from 3 days to 1 day, representing a significant efficiency gain. The analysis concludes that the blockchain-based presents a viable solution for fostering a more trustworthy and accessible credit ecosystem. This approach not only reduces operational costs but also promotes equitable and sustainable access to finance for SMEs in Thailand.

Abstract: วิสาหกิจขนาดกลางและขนาดย่อม (SMEs) ซึ่งเป็นรากฐานที่สำคัญของเศรษฐกิจไทย ยังคงเผชิญกับความท้าทายอย่างมีนัยสำคัญในการเข้าถึงสินเชื่อ ปัญหานี้สืบเนื่องมาจาก ความไม่สมมาตรของข้อมูล (Information Asymmetry) และกระบวนการค้ำประกันสินเชื่อแบบดั้งเดิม (Traditional Credit Guarantee Processes) ที่ขาดประสิทธิภาพ ล่าช้า และต้องพึ่งพาเอกสารในรูปแบบกระดาษ (Paper-based Documentation) อย่างมาก ด้วยเหตุนี้ งานวิจัยฉบับนี้จึงนำเสนอการออกแบบและพัฒนาการใช้บล็อกเชนเป็นแนวทางเลือกในการยกระดับการเข้าถึงสินเชื่อ ซึ่งเป็นนวัตกรรมที่มุ่งสร้างกลไกการค้ำประกันสินเชื่อดิจิทัล (Digital Credit Guarantee Mechanism) ที่มีประสิทธิภาพ โปร่งใส และปลอดภัย แนวทางดังกล่าวได้ผสานรวมเทคโนโลยีบล็อกเชนเข้ากับหลักการ "อัตลักษณ์ที่ยืนยันตัวตนได้ด้วยตนเอง" (Self-Sovereign Identity - SSI) ซึ่งเพิ่มขีดความสามารถให้ SMEs สามารถควบคุมข้อมูลส่วนบุคคลและข้อมูลธุรกิจของตนเองได้ ผ่าน "ตัวระบุตัวตนแบบกระจายศูนย์" (Decentralized Identifiers - DIDs) และ "เอกสารรับรองที่ตรวจสอบได้" (Verifiable Credentials - VCs) กระบวนการแลกเปลี่ยนข้อมูลระหว่าง SMEs สถาบันการเงิน และบรรษัทประกันสินเชื่ออุตสาหกรรมขนาดย่อม (บสย.) จะถูกดำเนินการอย่างอัตโนมัติและปลอดภัยผ่าน "สัญญาอัจฉริยะ" (Smart Contracts) การศึกษานี้ใช้ "ระเบียบวิธีวิจัยเชิงออกแบบ" ( Design Science Research Methodology – DSRM ) ซึ่งได้มีการสร้าง "สิ่งประดิษฐ์" (Artifact) ขึ้น และประเมินผลโดยใช้การจำลองสถานการณ์ (Simulation) กับชุดข้อมูลจริง (Real-world Dataset) ของคำขอสินเชื่อ SMEs จำนวน 92,377 รายการ ผลการประเมินชี้ให้เห็นว่าระบบที่นำเสนอนี้ช่วยลดระยะเวลาการอนุมัติสินเชื่อโดยเฉลี่ย (Average Loan Approval Time) ลงอย่างมาก จาก 3 วัน เหลือเพียง 1 วัน ซึ่งถือเป็น "การเพิ่มประสิทธิภาพ" (Efficiency Gain) อย่างก้าวกระโดด บทวิเคราะห์สรุปว่าการใช้ดิจิทัลบนบล็อกเชนเป็นแนวทางแก้ปัญหาที่เป็นไปได้จริง (Viable Solution) ในการส่งเสริม "ระบบนิเวศสินเชื่อ" (Credit Ecosystem) ที่น่าเชื่อถือและเข้าถึงได้ง่ายยิ่งขึ้น ซึ่งไม่เพียงแต่ช่วยลดต้นทุนการดำเนินงาน (Operational Costs) แต่ยังส่งเสริมการเข้าถึงแหล่งเงินทุน (Access to Finance) ที่เท่าเทียม (Equitable) และยั่งยืน (Sustainable) สำหรับ SMEs ในประเทศไทย
