Abstract:
The objectives of this research were 1) to create the model of strategic leadership for school administrators under the Yala Primary Educational Service Area Office 1, and 2) to evaluate the effectiveness of strategic leadership model for school administrators under the Yala Primary Educational Service Area Office 1. This research was divided into two processes. Process 1: creating the strategic leadership model for school administrators under the Yala Primary Educational Service Area Office 1 was divided into three sub-processes. 1.1 to study relevant and derived concepts, and necessity requirements of strategic leadership for school administrators. The population was 1,388 school administrators and teachers under the Yala Primary Educational Service Area Office 1. The sample was determined by Taro Yamane formula and obtained by a simple random sampling technique, resulting in a sample group of 311 individuals. A questionnaire was used as a research tool and statistics including means, standard deviations, and priority need index (PNI Modified) were used for data analysis. 1.2 to study the development guidelines for school administrators to possess strategic leadership, data was gathered from eight school administrators under the Yala Primary Educational Service Area Office 1, through a purposive sampling technique. The tool used was a semi-structured interview, and content synthesis was employed for data analysis, and 1.3 to create the model of strategic leadership for school administrators. Process 2: to evaluate the effectiveness of strategic leadership model for school administrators which the target group was 110 school administrators, obtained from population from schools under the Yala Primary Educational Service Area Office 1. The tool used was the effectiveness of model evaluation form. Statistics used for data analysis involved means and standard deviations.
The research results showed that:
Creating the model of strategic leadership for school administrators under the Yala Primary Educational Service Area Office 1 was comprised of seven components which were 1) principles, 2) objectives, 3) systems and mechanisms, 4) procedures, 5) evaluation guidelines, 6) description, and 7) conditions of implementation. The main component which was considered as fundamental principle utilized in constructing the strategic leadership model for school administrators was five aspects of strategic leadership involving 1) vision setting, 2) revolutionary thinking, 3) utilization of factors for strategic setting, 4) expectation and opportunity creation for the future, and 5) high level thinking and understanding.
The evaluation of the effectiveness of strategic leadership model for school administrators under the Yala Primary Educational Service Area Office 1 considered based on four effectiveness assessment standards developed by the educational assessment center. Development committee revealed that overall strategic leadership model for school administrators was at the highest level (μ = 4.53, σ = 0.43). When considered each aspect, comprehensiveness accuracy was the most effective (μ = 4.54, σ = 0.40) followed by feasibility (μ = 4.53, σ = 0.36) appropriateness (μ = 4.52, σ = 0.49) and usefulness was found the least effective (μ = 4.51, σ = 0.46).
