Abstract:
การวิจัยครั้งนี้ มีความมุ่งหมายเพื่อศึกษา 1) ระดับภาวะผู้นำเชิงกลยุทธ์ของผู้บริหารสถานศึกษา 2) ระดับการเป็นองค์กรแห่งการเรียนรู้ของสถานศึกษา 3) ความสัมพันธ์ของภาวะผู้นำเชิงกลยุทธ์กับการเป็นองค์กรแห่งการเรียนรู้ของสถานศึกษา 4) ภาวะผู้นำเชิงกลยุทธ์ที่ส่งผลต่อการเป็นองค์กรแห่งการเรียนรู้ของสถานศึกษา กลุ่มตัวอย่าง คือผู้บริหารสถานศึกษาและครูในโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสุรินทร์ เขต 3 จำนวน 341 คนซึ่งได้มาจากการสุ่มแบบแบ่งชั้น ผู้วิจัยเก็บแบบสอบถามมาได้จำนวน 341 เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถามแบบมาตราส่วนประมาณค่า 5 ระดับซึ่งมีค่าความเชื่อมั่นของแบบสอบถามทั้งฉบับเท่ากับ 0.97 โดยค่าความเชื่อมั่นภาวะผู้นำเชิงกลยุทธ์ของผู้บริหารสถานศึกษา เท่ากับ 0.96 และค่าความเชื่อมั่นการเป็นองค์กรแห่งการเรียนรู้ของสถานศึกษา เท่ากับ 0.94 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย ค่าความเบี่ยงเบนมาตรฐาน ค่าสัมประสิทธิ์สหสัมพันธ์แบบเพียร์สัน และการวิเคราะห์การถดถอยพหุคูณแบบคัดเลือกเข้า
ผลการวิจัยพบว่า
1. ภาวะผู้นำเชิงกลยุทธ์ของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสุรินทร์ เขต 3 โดยรวมและรายด้าน อยู่ในระดับมาก
2. การเป็นองค์กรแห่งการเรียนรู้ของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสุรินทร์ เขต 3 โดยรวมและรายด้าน อยู่ในระดับมาก
3. ภาวะผู้นำเชิงกลยุทธ์มีความสัมพันธ์กับการเป็นองค์กรแห่งการเรียนรู้ของสถานศึกษาในระดับสูง อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.01 โดยมีค่าสัมประสิทธิ์สหสัมพันธ์ (r) = 0.824
4. ภาวะผู้นำเชิงกลยุทธ์ส่งผลต่อการเป็นองค์กรแห่งการเรียนรู้ของสถานศึกษาได้ร้อยละ68 อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 ซึ่งภาวะผู้นำเชิงกลยุทธ์ด้านการนำกลยุทธ์ไปปฏิบัติส่งผลต่อการเป็นองค์กรแห่งการเรียนรู้ของสถานศึกษา สูงสุด โดยเขียนในรูปสมการพยากรณ์ได้ดังนี้

The purposes of this research were as follows: 1) to study the levels of strategic leadership among school principal ; 2) study the level of the learning organization of school.; 3) to identify relationships between strategic leadership and the learning organization of school; 4) to examine the levels of strategic leadership affecting the learning organization of schools under the Surin Primary Educational
Service Area, Office 3. The sample consisted of three hundred and forty-one principal and teachers employed in schools under the Surin Primary Educational Service Area, Office 3, and used stratified random sampling. There were three hundred and Fortyone
questionnaires collected. The instruments used for data collection included a five- point rating scale questionnaire. The reliability of the questionnaire was at 0.97, the strategic leadership of school principal was 0.96, and reliability of the learning organization was 0.94. The data analysis was performed by mean, standard deviation, the Pearson product-moment correlation coefficient and multiple regression analysis - enter method.
The research results were as follows:
1. The strategic leadership of school administrators under the Office of Surin Primary Educational Service Area 3 as an overall was at the high level. It was also at the high level for each aspect.
2. The learning organization of schools under the Office of Surin 3 Primary Educational Service Area 3 as an overall was at the high level. It was also at the high level for each aspect.
3. There was a statistically significant positive relationship of 0.01 between strategic leadership and the learning organization of school. The Pearsons correlation coefficient (r) = 0.824 showed that the two variables had a relationship at a high level.
4. The strategic leadership of school administrators affecting the learning organization of schools, with a predictive power of 68 and a 0.05 level of statistical significance. Strategic leadership could be seen as an implementation of strategy that affects the learning organization of school at the highest level. The predictive regression equations were as follows : Raw score regression equation:
