Cyber risks and cybersecurity management of non-bank financial institutions in Thailand
Abstract:
This study investigates the cyber risk and
cybersecurity management practices of Non-Bank Financial
Institutions (NBFIs) in Thailand, focusing on their
organizational readiness, regulatory challenges, and the
influence of demographic factors on cybersecurity awareness.
Using a mixed-methods approachcombining in-depth
interviews with key stakeholders and statistical analysis of
survey datathe research reveals an uneven but evolving
cybersecurity landscape. Private sector entities tend to
integrate international standards into their internal processes,
regularly conducting vulnerability assessments and incident
response drills. Public regulators emphasize supervisory
frameworks aligned with global norms but are constrained by
limited personnel, resources, and coordination mechanisms.
The study identifies critical gaps, particularly in the domains
of cyber incident response and recovery, which received the
lowest maturity scores among surveyed organizations. The
quantitative analysis further indicates that factors such as
gender, education level, and job position significantly influence
cybersecurity awareness and risk management behaviors.
While regulatory ambiguity regarding emerging technologies
and a shortage of skilled personnel remain major barriers to
sustainable cyber risk governance, existing legal instruments
provide a foundational framework for cybersecurity; however,
implementation remains inconsistent. The study recommends
the development of NBFI-specific regulatory frameworks,
expanded public-private collaboration, and the establishment
of national training and certification programs. These efforts
are essential for enhancing institutional resilience, fostering
transparency, and protecting the integrity of Thailands
financial ecosystem in the face of growing cyber threats
