Abstract:
Amid ongoing conflict and displacement, the Karenni Interim Committee (IEC) has developed a decentralized healthcare policy to deliver vital services to their populations. While this system represents a critical lifeline for marginalized people in conflict affected area, its long-term effectiveness hinges on addressing public trust, intersectional inequalities, and the emotional dimensions of health access in a crisis context. This study examines the IEC health policy through an empathetic lens, centering the hopes, fears and lived experiences of Karenni communities. Drawing on the participatory research, including public consultations and key informant interviews with Karenni health authorities, this policy paper offers actionable recommendations for a federalized, trauma-informed health system, by bridging public sentiment with institutional vision and advancing health as a fundamental human right.
