Abstract: สารนิพนธ์ฉบับนี้มีวัตถุประสงค์ดังนี้ 1. เพื่อศึกษาระดับการบริหารจัดการตามพันธกิจของเทศบาลตำบลบางเตย อำเภอสามโคก จังหวัดปทุมธานี 2. เพื่อศึกษาความสัมพันธ์ระหว่างหลักอิทธิบาท 4 กับการบริหารจัดการตามพันธกิจของเทศบาลตำบลบางเตย อำเภอสามโคก จังหวัดปทุมธานี 3. เพื่อศึกษาแนวทางการประยุกต์หลักพุทธธรรมเพื่อส่งเสริมการบริหารจัดการตามพันธกิจของเทศบาลตำบลบางเตย อำเภอสามโคก จังหวัดปทุมธานี ดำเนินการตามระเบียบวิธีวิจัยแบบผสานวิธี คือการวิจัยเชิงปริมาณ จากการแจกแบบสอบถาม และการวิจัยเชิงคุณภาพ จากการสัมภาษณ์เชิงลึกกับผู้ให้ข้อมูลสำคัญ จำนวน 9 รูปหรือคน และใช้เทคนิคการวิเคราะห์เนื้อหา ประกอบบริบท เพื่อสนับสนุนข้อมูลเชิงปริมาณ กลุ่มตัวอย่างที่ใช้ในการวิจัย ประชาชนอายุ 18 ปี ขึ้นไป ซึ่งมีสิทธิเลือกตั้งในเขตเทศบาลตำบลบางเตย อำเภอสามโคก จังหวัดปทุมธานี กำหนดขนาดกลุ่มตัวอย่างโดยใช้สูตรของ Taro Yamane ได้กลุ่มตัวอย่างจำนวน 400 คน สุ่มตัวอย่างด้วยวิธีการสุ่มอย่างง่าย วิเคราะห์ข้อมูลด้วยการหาความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และค่าสัมประสิทธิ์สหสัมพันธ์แบบเพียร์สัน ผลการวิจัย พบว่า 1. ระดับการบริหารจัดการตามพันธกิจของเทศบาลตำบลบางเตย อำเภอสามโคก จังหวัดปทุมธานี โดยภาพรวมอยู่ในระดับมาก ( x̄ = 4.20, S.D. = 0.50) และหลักอิทธิบาท 4 โดยภาพรวมอยู่ในระดับมาก ( x̄ = 4.31, S.D.= 0.59) 2. ความสัมพันธ์ระหว่างหลักอิทธิบาท 4 กับการบริหารจัดการตามพันธกิจของเทศบาลตำบลบางเตย อำเภอสามโคก จังหวัดปทุมธานี พบว่า หลักอิทธิบาท 4 โดยภาพรวม กับการบริหารจัดการตามพันธกิจของเทศบาลตำบลบางเตย อำเภอสามโคก จังหวัดปทุมธานี โดยภาพรวม มีความสัมพันธ์เชิงบวกในระดับปานกลาง (R = .741**) 3. แนวทางการประยุกต์หลักพุทธธรรมเพื่อส่งเสริมการบริหารจัดการตามพันธกิจของเทศบาลตำบลบางเตย อำเภอสามโคก จังหวัดปทุมธานี พบว่า ด้านพัฒนาโครงสร้างพื้นฐานด้านสาธารณูปโภค สาธารณูปการ ครอบคลุมทุกพื้นที่ การสำรวจและจัดทำแผนการพัฒนาในระยะยาว โดยประสานงานกับหน่วยงานที่เกี่ยวข้อง เพื่อขอความร่วมมือในการสนับสนุนงบประมาณ รับฟังปัญหาจากประชาชน และจัดลำดับความสำคัญของโครงการตามความจำเป็นเร่งด่วนและผลกระทบต่อประชาชน ด้านพัฒนายกระดับคุณภาพชีวิตทุกช่วงวัย มุ่งเน้นให้ประชาชนมีความเป็นอยู่ที่ดี นโยบายที่ตอบสนองความต้องการของประชาชนในแต่ละช่วงวัย เช่น การสนับสนุนให้มีการศึกษาที่มีคุณภาพและเข้าถึงได้ การส่งเสริมการฝึกอาชีพ การสร้างหลักประกันด้านรายได้และสวัสดิการ การอนุรักษ์ทรัพยากรธรรมชาติและสิ่งแวดล้อม ด้านส่งเสริมและพัฒนาทรัพยากรธรรมชาติและสิ่งแวดล้อม มุ่งเน้นการบริหารจัดการขยะ การจัดการขยะอย่างเป็นระบบและยั่งยืน เริ่มต้นจากการคัดแยกขยะ การนำขยะกลับมาใช้ใหม่ และใช้เทคโนโลยีในการกำจัดขยะอย่างถูกวิธี ตลอดจนปลูกฝังจิตสำนึกและสร้างความร่วมมือ ด้านสืบสานภูมิปัญญาและวัฒนธรรมอันดีของท้องถิ่น จัดตั้งศูนย์การเรียนรู้วัฒนธรรมท้องถิ่นในชุมชน สนับสนุนกิจกรรมทางวัฒนธรรม ส่งเสริมการท่องเที่ยวเชิงอนุรักษ์และการต่อยอดภูมิปัญญาท้องถิ่นเป็นผลิตภัณฑ์ทางวัฒนธรรม นำมาต่อยอดให้เกิดประโยชน์ทั้งในเชิงสังคมและเศรษฐกิจ ด้านพัฒนาเศรษฐกิจ สร้างอาชีพให้กับชุมชนเพื่อก้าวสู่เทคโนโลยี 4G จัดตั้งศูนย์พัฒนาทักษะดิจิทัลในชุมชน จัดอบรมทักษะด้านการตลาดออนไลน์ พร้อมปรับปรุงโครงข่ายอินเทอร์เน็ตความเร็วสูงและพัฒนาแพลตฟอร์มดิจิทัลเพื่อส่งเสริมการค้าขาย สร้างความร่วมมือกับพันธมิตรผ่านช่องทางออนไลน์ ด้านพัฒนาด้านการบริหารจัดการยึดหลักธรรมาภิบาล มุ่งเน้นประชาธิปไตยและความเสมอภาค มีการจัดทำคู่มือจริยธรรมและแนวปฏิบัติที่ดีในการให้บริการประชาชน ให้ประชาชนมีส่วนร่วมในการกำหนดทิศทางการพัฒนา และตรวจสอบการทำงานของภาครัฐ และ ด้านส่งเสริมการท่องเที่ยวเชิดชูอัตลักษณ์ของท้องถิ่น มีการท่องเที่ยวเชิงอัตลักษณ์ ฟื้นฟูชุมชนและวัฒนธรรมท้องถิ่น ชมวิถีเกษตรกรรมพื้นบ้าน เช่น การสร้างเส้นทางปั่นจักรยาน โฮมสเตย์ การจัดเทศกาลอาหารพื้นเมืองประจำปี พัฒนาผลิตภัณฑ์ OTOP สร้างมูลค่าเพิ่ม และใช้กระบวนการท่องเที่ยวเพื่อกระตุ้นให้เยาวชนเห็นคุณค่าของวัฒนธรรมตนเอง

Abstract: Objectives of this research paper were: 1. To study the level of administration according to the mission of Bang Toei Sub-District Municipality, Sam Khok District, Pathum Thani Province 2. To study the relationship between Iddhipada 4 Principle and the administration according to the mission of Bang Toei Sub-District Municipality, Sam Khok District, Pathum Thani Province 3. To study guidelines for Buddhadhamma application for promoting the administration according to the mission of Bang Toei Sub-District Municipality, Sam Khok District, Pathum Thani Province. The research methodology was the mixed methods. Namely the quantitative research using questionnaires and qualitative research using in-depth interviews to collect data from 9 key informants and analyzed data by descriptive interpretation of the content and context to support the quantitative data. The samples used in the research were 18 years old and older who were eligible to vote in Bang Toei Sub-district Municipality, Sam Khok District, Pathum Thani Province, sampled by a simple random method The data were analyzed by using frequency, percentage, mean, standard deviation, and Pearson correlation coefficient. Findings were as follows: 1. The level of mission-based administration of Bang Toei Sub-district Municipality, Sam Khok District, Pathum Thani Province, by overall, was at very high ( x̄ = 4.20, S.D. = 0.50) and Iddhipada 4, by overall level was at very high( x̄ = 4.31, S.D. = 0.59) 2. The relationship between Iddhipada 4 and the mission-based-administration of Bang Toei Sub-district Municipality, Sam Khok District, Pathum Thani Province was found that Iddhipada 4 by overall and the mission-based administration of Bang Toei Sub-district Municipality, Sam Khok District, Pathum Thani Province,by overall, had a moderately positive relationship. (R = .741**) 3. Guidelines for the application of Buddhist principles for promoting mission-based administration of Bang Toei Sub-district Municipality, Sam Khok District, Pathum Thani Province were found that in terms of infrastructure development of public utilities covering all areas, surveying and preparing long-term development plans by coordinating with relevant agencies to ask for cooperation in budget support, listening to problems from the public, and prioritizing projects according to urgent needs and impacts on the people. In term of development to improve the quality of life of all ages. Focus on the well-being of the people. Policies that meet the needs of people at each age, such as supporting quality and accessible education. Promotion of vocational training Creating income and welfare security, conservation of natural resources and the environment. In terms of promoting and developing natural resources and the environment, focusing on waste management. Systematic and sustainable waste management, starting from waste separation, waste reuse, and using technology to dispose of waste in the right way, as well as cultivating awareness and building cooperation In term of of inheriting local wisdom and good culture. Establishing a local culture learning center in the community to support cultural activities, Promoting ecotourism and the extension of local wisdom as a cultural product to be used to further benefit both society and the economy.In term of Economic Development Create jobs for the community to step into 4G technology; Establishing a digital skills development center in the community. By organizing training on online marketing skills to improve high-speed internet networks and develop digital platforms to promote trade for collaborating with partners online In term of development of management that adheres to the principles of good governance, focusing on democracy and equality. A manual of ethics and good practices in serving the public has been prepared. The public should participate in determining the direction of development and monitoring the work of the government. In term of promoting tourism to honor local identity, identity tourism. To revitalize the community and local culture, see the way of traditional agriculture, such as building a cycling path, homestays, organizing annual local food festivals, developing OTOP products, creating added value, and using the tourism process to encourage young people to appreciate their own culture.
