Abstract: Yangon faces growing municipal solid waste (MSW) challenges driven by rapid urbanization, weak enforcement, and limited infrastructure. This study aims to assess the city’s MSW system using SWOT analysis and to develop strategic policy responses for more sustainable waste management. Strengths include centralized governance and an active informal recycling sector, while weaknesses involve excessive dependence on final disposal sites and financial constraints. Opportunities like high organic waste content and international support contrast with threats like low public awareness and urban growth. Key recommendations include decentralized composting, localized outsourcing, public awareness campaigns, and formalizing informal recyclers. Even though this study is based on secondary data, it offers strategic insights to support informed policymaking and promote long-term improvements in Yangon’s urban waste management system.

Abstract: ย่างกุ้งกำลังเผชิญกับความท้าทายด้านการจัดการขยะมูลฝอยชุมชน (Municipal Solid Waste (MSW)) ที่เพิ่มขึ้น อันเนื่องมาจากการขยายตัวของเมืองอย่างรวดเร็ว การบังคับใช้กฎหมายที่อ่อนแอและโครงสร้างพื้นฐานที่จำกัด การศึกษานี้มีวัตถุประสงค์เพื่อประเมินระบบจัดการขยะมูลฝ่อยของเมือง โดยใช้การวิเคราะห์ SWOT และเพื่อพัฒนากลยุทธ์การตอบสนองเชิงนโยบายเพื่อการจัดการขขยะอย่างยั่งยืนยิ่งขึ้น จุดแข็งประกอบด้วยการกำกับดูเเลแบบรวมศูนย์อำนาจ (Centralized governance) (และภาคส่วนการรีไซเคิลที่ไม่เป็นทางการที่แข็งขัน ในขณะที่จุดอ่อนคือการพึ่งพาการกำจัดขยะขั้นสุดท้ายมากเกินไปและข้อจำกัดทางการเงิน โอกาสคือปริมาณขยะ อินทรีย์ที่สูงและการสนับสนุนสนุนจากนานาชาติ ในขณะที่อุปสรรคคือความตระหนักรู้ของสาธารณชนที่ต่ำและการเติบโตของเมือง ส่วนข้อเสนอเสนอแนะที่สำคัญ ได้แก่ การทำปุ๋ยหมักแบบกระจายศูนย์ (decentralized composting) การจ้างเหมาบริการในพื้นที่การรณรงค์สร้างความตระหนักรู้ของสาธารณชน และการทำให้ผู้รีไซเคิลที่ไม่เป็นทางการกลายเป็นผู้ดำเนินการอย่างเป็นทางการ แม้ว่าการศึกษานี้จะอิงจากข้อมูลทุติยภูมิ แต่ก็ให้ข้อมูลเชิงลึกในเชิงกลยุทธ์เพื่อสนับสนุนการกำหนดนโยบายอย่างรอบด้านและส่งเสริมการปรับปรุงระบบการจัดการขยะในเมืองย่างกุ้งในระยะยาว
