Abstract: การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาระบบการจัดการขยะมูลฝอยชุมชนและประเด็นความปลอดภัยที่เกี่ยวข้องในเขตชุมชนเทศบาลเมืองสุรินทร์ 2) ศึกษาข้อคิดเห็นและข้อเสนอแนะของผู้ที่เกี่ยวข้องเกี่ยวกับกระบวนการจัดการขยะในเขตชุมชนเทศบาลเมืองสุรินทร์ และ 3) เสนอแนวทางการจัดการขยะมูลฝอยชุมชนที่เหมาะสมและเพิ่มประสิทธิภาพให้กับเทศบาลเมืองสุรินทร์ ผลการศึกษาพบว่า ขยะมูลฝอยที่เกิดขึ้นในเขตเทศบาลเมืองสุรินทร์มีปริมาณเฉลี่ย 43 ตันต่อวัน มีอัตราการเกิดขยะมูลฝอยเฉลี่ยเท่ากับ 1.25 กิโลกรัมต่อคนต่อวัน และมีค่าใช้จ่ายสำหรับกำจัดขยะมูลฝอยในปี 2562 ประมาณ 18.46 ล้านบาท ส่วนประเด็นความปลอดภัยสำหรับผู้ปฏิบัติงาน พนักงานยังขาดความตระหนักเกี่ยวกับความปลอดภัยในการปฏิบัติงาน ซึ่งควรกำหนดมาตรการ ระเบียบ ข้อบังคับ และจัดฝึกอบรมให้ความรู้แก่ผู้ปฏิบัติงาน โดยความรู้ความเข้าใจของเจ้าหน้าที่เทศบาลเมืองสุรินทร์และประชาชนส่วนใหญ่โดยเฉลี่ยร้อยละ 77.58 และร้อยละ 71.46 ตามลำดับ มีความรู้ความเข้าใจและพฤติกรรมเรื่องขยะมูลฝอย ในภาพรวมจากความเห็นของเจ้าหน้าที่เทศบาลเมืองสุรินทร์และประชาชนเกี่ยวกับปัญหาและอุปสรรคในการจัดการขยะมูลฝอยของเทศบาลเมืองสุรินทร์มีค่าเฉลี่ยเท่ากับ 3.83 และ 3.54 ตามลำดับ ซึ่งอยู่ในระดับปานกลางค่อนไปทางถูกต้อง โดยแนวทางและการเพิ่มประสิทธิภาพในการจัดการขยะที่เหมาะสม เสนอให้หน่วยงานรัฐควรมีการลงพื้นที่ประชาสัมพันธ์ถ่ายทอดความรู้ ความเข้าใจเกี่ยวกับการจัดการขยะมูลฝอยให้แก่ประชาชน และติดตามผลอย่างต่อเนื่องเพื่อให้เกิดประสิทธิภาพในการลดปริมาณขยะมูลฝอยที่เกิดขึ้น และควรมีการรณรงค์การใช้ประโยชน์จากขยะอินทรีย์และขยะรีไซเคิลอย่างจริงจัง เพื่อจะสามารถลดปริมาณขยะที่ส่งไปกำจัดและจะสามารถประหยัดค่ากำจัดขยะได้ถึงร้อยละ 50.4 หรือคิดเป็นเงินเท่ากับ 9,303,804 บาทต่อปี Aims of the study are to examine Surin Municipality’s municipal waste management system including safety aspects relevant to waste management, study comments and suggestions from stakeholders in waste management, and propose an appropriate and effective municipal waste management for Surin Municipality. Results from the study showed waste generated in Surin Municipality was 43 tons per day with a per capita waste generation of 1.25 kilograms per person per day. with an expense in 2019 of 18.46 million baht. It was found that most of staffs were not aware of occupational health and safety of waste management. To improve awareness of staffs, Surin Municipality should develop enhancing measure including issuing additional orders and regulations and providing more training to waste management staffs in term of occupational health and safety. From the results of questionnaires, it was found that 77.58% of Surin Municipality staffs and 71.46% of Surin Municipality residents showed a good understanding and positive behavior for waste management. As for Surin Municipality waste management comments from Surin Municipality staffs and residents, the results showed that most of respondents had a medium to good level of understanding about problems and obstacles for waste management of Surin Municipality with 3.83 and 3.54 respectively. To improve waste management efficiency, Surin Municipality should increase a frequency of communication and public relation with residents in the Municipality area about waste management and develop a monitoring and assessment program to evaluate a waste management efficiency. And should have a campaign to seriously utilize the use of organic waste and recyclable waste In order to be able to reduce the amount of garbage sent to by 50.4% which an expense of waste disposal or 9,303,804 baht per year
