Constructing Guideline Handbook to Enhance the Quality of Human Resource Management: Taking Hefei International College of Beijing Foreign Studies University as an Example

Abstract: The objectives of this research were: 1) to investigate problems of human resource management; 2) to investigate needs of guideline handbook to enhance the human resource management; and 3) to construct guideline handbook to enhance the quality of human resource management. The samples were 100 educational administrators including directors, deputy directors, heads of sections/department/programs at Beijing University of Foreign Studies University Heifei International College, China. The research instrument employed in this study were a questionnaire and a set of questions of the focus group discussion. The information and data collected were analyzed through the content analysis method and presented in terms of percentage, mean, and standard deviation The findings indicated that: 1) problems of human resource management at Beijing University of Foreign Studies Hefei International College were found at highest level, mean was 4.68, S.D. was 0.38; 2) needs of the guideline to enhance the quality of human resource management were found at the highest level, mean was 4.67, S.D. was 0.35; 3) the constructed guidelines handbook to enhance the quality of human resource management at Beijing University of Foreign Studies Hefei International College comprised of 9 chapters; namely, (1) The management process of human resources, (2) The work flow for analyzing work, (3) Recruitment workflow, (4) The workflow of employee relationship management, (5) The workflow of employee training, (6) The workflow of performance management, (7) The workflow of salary management (8) Employee change management workflow, and (9) Employee career development management workflow. Each chapter was evaluated by 3 specialists in terms of correctness and suitability of the contents and possessed the IOC values from 0.67 - 1.00 It could be assumed that the guideline handbook could be used to improve the quality of human resource management and human resource management level of Beijing Foreign Studies University Hefei School of International management
