The social innovation of cross-border health services system
Abstract:
This study aimed to 1) find out the social innovation of the cross-border health service system and 2) synthesize the process, result, and factor or condition related to the process and result of the social innovation in the cross-border area of Mae-Sod - Miawwadee and Khlongyai - Koh Kong through the qualitative study approach. The data collection was conducted via the documents, participatory observation, focus-group, and indepth interview, respectively. The main informants were from the government sector, private sector, and private development organization sector. The content analysis was carried out for the data analysis. It was revealed that in both areas, there were social innovations that were in compliance with this study's criteria. Ten case studies were found with the epidemic disease and the caring burden acts as a catalyst for the emergence of the social innovation. The principal innovation process comprised 4 dimensions: (1) formation process, (2) implementing process, (3) learning process, and (4) adjustment process, respectively. The crucial point was the awareness of a problem of those stakeholders in the cross-border areas which led to perception formation, problem solution seeking, thinking to do new things, and implementing. This happened due to the supporting factors or conditions for the social innovation which were especially the workers' human and knowledge capitals, as well as the social and network capitals in the cross-border areas such as the positive attitude towards the neighboring countries, leadership, literate, and experienced workers in the cross-border areas who have inspiration and creative thinking, and had established good relationship between the two border areas. The social innovation's principal principles are trust, cross-border collaboration formation, and the common goal in helping humans without any discrimination. The results relied in 2 levels: 1) the problem can be solved such as the reduction of disease and illness problems in the areas and 2) can change the social relationship in the areas such as crossborder collaboration should take place, a new working model must be formed, and learning to live together have to be derived among themselves. The adjustment and maintenance of the social innovation was divided into three characteristics 1) it is in extinction, 2) it is still sustained but fragile and challenges the change, and 3) it is still sustained with further development and expansion, respectively. It is recommended from the study, that the eco-system should be set to help promote the social innovation process, the learning in the social innovation process, and the adjustment, the maintenance, and the social innovation's result expansion should be nurtured.
