Abstract: This research aims to investigate the components of small local government consolidation in Thailand through inputs, process and outputs, and the outcomes of small local government consolidation outputs in Thailand. This research applied participatory action research. The researcher employed an in-depth interview and large group discussions. For Delphi technique, a questionnaire was used to collect data from the experts. Content analysis was applied for data analysis. The findings shows that the components of small local government consolidation in Thailand from the case of Singhanakhon District, Songkhla Province obtained from the consolidated areas covered two areas of weak local government. The input of local government consolidation is that the people need public services yet the local government cannot provide the services. The local government consolidation process consists of the area allocation and the structure of a new local government. The outputs of local government consolidation consist of the change of area size, the number of populations, the structure of a local government, and local election. The outcomes of small local government consolidation outputs in Thailand can be divided into positive and negative outcomes. The positive outcomes cover the effect on economic development, competition of local service provision, and urbanization while the negative outcomes cover the effect on representativeness, public participation, and incomprehensive service covera

Abstract: งานวิจัยมีวัตถุประสงค์เพื่อศึกษาองค์ประกอบการควบรวมองค์กรปกครองส่วนท้องถิ่นไทยขนาดเล็กผ่านกลไกปัจจัยนำเข้า กระบวนการและผลผลิต และผลลัพธ์จากผลผลิตการควบรวมองค์กรปกครองส่วนท้องถิ่นไทยขนาดเล็ก สำหรับการวิจัยเชิงปฏิบัติการแบบมีส่วนร่วม นักวิจัยใช้การสัมภาษณ์เชิงลึกและการสนทนากลุ่มใหญ่ ส่วนการวิจัยเทคนิคเดลฟาย ใช้แบบสอบถามเก็บข้อมูลจากผู้เชี่ยวชาญ ในขณะที่การวิเคราะห์ข้อมูลเป็นการวิเคราะห์เนื้อหา ข้อค้นพบจากการศึกษา พบว่า องค์ประกอบการควบรวมองค์กรปกครองส่วนท้องถิ่นไทยขนาดเล็กกรณีอำเภอสิงหนคร จังหวัดสงขลา ซึ่งเป็นข้อค้นพบที่ได้จากการค้นหาพื้นที่การควบรวม พบว่า เป็นการควบรวมในพื้นที่สองแห่งที่องค์กรปกครองส่วนท้องถิ่นอ่อนแอ โดยปัจจัยนำเข้าของการควบรวมองค์กรปกครองส่วนท้องถิ่น ได้แก่ ประชาชนต้องการบริการสาธารณะแต่องค์กรปกครองส่วนท้องถิ่นไม่สามารถให้บริการได้ ส่วนกระบวนการควบรวมองค์กรปกครองส่วนท้องถิ่น ได้แก่ การจัดสรรพื้นที่และโครงสร้างองค์กรปกครองส่วนท้องถิ่นใหม่ ในขณะที่ ผลผลิตการควบรวมองค์กรปกครองส่วนท้องถิ่น ได้แก่ การเปลี่ยนแปลงขนาดพื้นที่ จำนวนประชากร โครงสร้างองค์กรปกครองส่วนท้องถิ่น และการเลือกตั้งท้องถิ่น โดยผลลัพธ์จากผลผลิตการควบรวมองค์กรปกครองส่วนท้องถิ่นไทยขนาดเล็ก จำแนกเป็นผลลัพธ์ทางบวก ได้แก่ การควบรวมส่งผลต่อการพัฒนาเศรษฐกิจ การแข่งขันการให้บริการท้องถิ่นและก่อให้เกิดกระบวนการทำให้เกิดเมือง ในขณะที่ผลลัพธ์ทางลบ ได้แก่ การควบรวมส่งผลต่อปัญหาความเป็นตัวแทน การมีส่วนร่วมประชาชนและการควบรวมองค์กรปกครองส่วนท้องถิ่นไม่ก่อให้เกิดความทั่วถึงของการให้บริการ
