Abstract: With global concerns over climate change and environmental sustainability, China has emerged as a driving force in the adoption of new energy vehicles (NEVs), aiming to slow carbon emissions and reduce reliance on traditional fossil fuels.This paper delvesinto the complex relationship between government policies designed to promote NEV consumption and their impact on consumer choice in the Chinese automobile market. In order to achieve the goal of energy conservation and emission reduction, the country has introduced many policies to support the promotion and application of new energy vehicles. Under the guidance and support of national policies, China has become the world's largest producer and seller of new energy vehicles. However, there have also been some new problems in the development of the industry, such as long-term government subsidies leading to consumer "subsidy dependence", inadequate supporting infrastructure such as charging, and unreasonable parking fee settings. This article explores the impact of new energy vehicle policy combinations on consumer choice behavior from the perspective of consumer choice behavior through declarative preference experiments, and analyzes the effects of policy combinations on consumer choice behavior Replace complementary effects to provide suggestions for the implementation of new energy vehicle policies in various regions.This study first reviews the implementation status of single policies and policy combinations for new energy vehicles through literature and policy reviews, and preliminarily selects policies based on the actual situation nationwide. Then, through focus group interviews with consumers, several policies for research are finally determined, including fiscal subsidy policies, electricity price discount policies, charging pile policies, traffic restriction policies, and parking fee discount policies. Secondly, each policy simulates several combination scenarios and forms a survey questionnaire using declarative preference surveys. This study mainly distributed survey questionnaires to respondents online to obtain their purchase preference data. This article uses data from 405 valid samples nationwide to construct multiple Logit regression models, empirically analyzing the main effects, substitution complementarity, and combination effects of fiscal subsidies, parking fee discounts, electricity price discounts, charging pile construction, and traffic restrictions. The empirical research results show that subsidies for purchasing new energy vehicles, charging pile density, and new energy vehicle parking fee discount policies all have a significant promoting effect on the willingness to purchase new energy vehicles. With the gradual decline of car purchase subsidies, increasing the density of charging pile construction, reducing parking fees for new energy vehicles, and relaxing restrictions on new energy vehicles can serve as potential alternative policies for car purchase subsidies. Car purchase subsidies and parking fee discounts are the most effective policy combination, which can increase the probability of purchasing pure electric vehicles. In addition, the results of the policy combination indicate that formulating a policy combination for promoting new energy vehicles from both the aspects of purchasing and using cars can further strengthen the guidance effect of a single policy. Among them, the combination of car purchase subsidy policies, electricity price discounts, parking fee discounts, relaxed traffic restrictions, as well as the combination of lottery relaxation policies, electricity price discounts, and charging pile density can significantly promote consumers' purchase of new energy vehicles. The empirical research results of this article confirm the promoting effect of policies on the promotion of new energy vehicles, filling the gap in existing literature on the empirical research of policy combinations on consumer choice behavior.At the same time, it provides new solutions for accelerating the promotion of new energy vehicles from the perspective of policy combinations.
