Digital health services in humanitarian response programs : the role of digital health technology in overcoming access barriers in selected humanitarian response countries
Abstract:
Background: Due to the increasing number of humanitarian needs, technological solutions are expected to play an increasingly important role in overcoming access and financial barriers to providing health care services. However, there is limited research on the appropriateness and effectiveness of the various approaches of digital health that are currently being implemented. Objective: This study reviewed the policies, resources, achievements and challenges related to digital health implementation by selected governments and leading global humanitarian actors currently providing services in humanitarian settings. The data was analyzed to determine what is known about which digital health solutions are appropriate and effective under specific humanitarian conditions. Method: This research is a systematic documentary review. Articles and reports were sourced using PubMed, Google, Google Scholar and the websites of telecommunication companies. A PRISMA flow chart was used to screen the 862 articles and reports identified initially and to select the final 21 articles used for this review. Matrix tables were used to organise and analyse the data. Findings: This study examined the digital health policies and practices of selected governments, donors, humanitarian organizations and the private sector. Good practices, minimum service requirements and lessons learned were identified and discussed in terms of being useful in future decision-making processes for implementing digital health services in humanitarian settings.Conclusion: To ensure the appropriateness of digital health services in humanitarian settings, governments, donors and humanitarian actors should consider integration of digital health initiatives into existing national health policy, promote the use of mobile technology with and without internet access, focus policies and practices on prioritizing access to communities and build mechanisms that provide continuous qualitative analysis and feedback on the digital health applications being used
