Abstract:
Learning organization was a form school development by enhancing the capabilities of
personnel through the creation of new innovations efficiently and sustainably to the excellence of
the organization. The objectives of this research were (1) to examine the current situations and the
desirable situations of schools to learning organizations, (2) to assess the needs of schools to
learning organizations, and (3) to develop the guidelines for the development of schools to learning
organizations under Bueng KanSecondary Educational Service Area Office. The samples consisted
of 331 school administrators and teachers in the academic year 2022 followed the percent criterion
in the sample size specification, and they were selected by Stratified Random Sampling. There were
4 instruments used in this research: (1) a questionnaire on the current situations of schools to
learning organizations with the index of Item Congruence (IC) between .80-1.00, the discrimination
between .41-.76, and the reliability of .94; (2) a questionnaire on the desirable situations of schools
to learning organizations with the index of Item Congruence (IC) between .80-1.00, the
discrimination between .31-.88, and the reliability of .90; (3) a structured interview form with the
index of Item Congruence (IC) between .60-1.00; and (4) a suitability and possibility assessment
form of the guidelines for the development of schools to learning organizations with the index of
Item Congruence (IC) between .06-1.00. The statistics employed were percentage, mean, standard
deviation, and the index modified Priority Needs Index (PNIModified).
The results revealed the (1) the overall current situations and the desirable situations of
schools to learning organizations were at the high level the highest level respectively. (2) There
were 2 aspects revealed higher than the overall value, namely mental model and systematic
thinking. (3) The guidelines for the development of schools to learning organizations: 1) personnel
mastery, school administrators and teachers must constantly develop themselves, keep learning,
acquire new knowledge, and improve their works to achieve goals; 2) mental model, school
administrators and teachers should learn and listen to the opinions of personnel to adjust the mindset
and improve understanding of working together; 3) shared vision, school administrators and
teachers should discuss and set goals for developing and establishing a positive attitude in the work
together. 4) team learning, school administrators and teachers should consult and listen to the
opinions of personnel on improving work from past experiences to develop the organizations
continuously and support teamwork; 5) systematic thinking, school administrators and teachers
should have a systematic consultative thinking process in the organization, and depend on the
process factors and results to determine their own development direction, and the problems should
be solved and guided to schools into learning organization next time.5) systematic thinking, school
administrators and teachers should have a systematic thinking process and consult each other within
the organization by relying on factors, processes and results to find ways to develop the
organization together. They should analyze the problems that arise after the development of schools
to learning organizations. In addition, they should solve the problem and find a way to develop
schools to learning organizations afterwards.
