Understand the gendered experience behind unltra low fertility rate in Hong Kong: pronatalist policy recommendations for Hong Kong government
Abstract:
The declining total fertility rate (TFR) in Hong Kong has led to an aging population, causing stress on the local economy, public finance, healthcare, and elderly-care services. The high elderly dependency ratio increases demand for public and private health care and has significantly impacts on families to take caring responsibilities. This study aims to understand the factors behind the low fertility rate and develop effective strategies for policymakers to encourage higher fertility rates and ensure sustainable population growth in the long term. The low fertility rate in Hong Kong is influenced by demographic, socioeconomic, and cultural factors. Not enough attention is given to creating a supportive environment, and there are concerns about the effectiveness of government subsidies in continuously providing significant financial incentives for having children. Gendered perspectives of both sexes are adopted in this study, as marriage and birth decisions involve both parties. Therefore, this study suggested that addressing these challenges, implementing extended paternity leave can promote gender equality, support working mothers, enhance paternal involvement, and stimulate economic growth. By implementing targeted policies, Hong Kong can achieve sustainable population growth and become more family-friendly.
