Abstract:
Our activities frequently emit CO2 and GHG which contributes to global warming. As the warming accelerates, it worsens climate change issues. One of the human activities that contributes to global warming is electricity generation. To generate electricity, there are many sources of energy that can be used. In order to protect and sustain our world for the future generations, renewable sources should be used for generating electricity as it emits less pollution, and it can be used repeatedly. In this regard, many countries have been setting their goals and enacting their laws to limit GHG as well as to raise usage of renewable energy. Net energy metering is one of the methods that many countries have enacted with the aim to increase usage of renewable energy. By applying net energy metering, the houseowner installs the generating facility and contributes to distributed construction of the generating facility. The generating facilitys owner can use electricity from the generating facility and if there is any excess energy, it is credited to the generating facilitys owner for future use. Under net energy metering, such credit shall have the same value as that charged to the customer. At present, the applicable rules and regulations that apply in Thailand is net billing. It also aims to increase the use of renewable energy as well as to encourage private sectors to install generating facilities. However, in case of any excess generated electricity produced by the generating facilitys owner, value of such excess generated electricity differs from the value charged to the generating facilitys owner for consuming electricity from distribution system. Generally, value of the excess generated electricity is less than the value charged to the owner for consuming electricity. Therefore, to effectively promote the use of renewable energy, such rules and regulations should be amended to apply net energy metering in order to encourage people to install the generating facility as well as to promote the use of renewable energy
