The administration and development of educational quality assurance system for performance excellence in Mahidol University
Abstract:
The objectives of this study were : 1) to study the situations and problems of the administration and development of educational quality assurance system for performance excellence in HEIS. 2) to study the efficiency and effectiveness of the administration and development of educational quality assurance system for performance excellence in Mahidol University, and 3) to find guidelines for the administration and development of educational quality assurance system for performance excellence in Mahidol University by using mixed method research. The first step was the in-depth interview of 5 executives who were in charge of internal and external educational quality assurance from AUNQA, TQA Assessors ,ONESA and Mahidol University as per the objective of the study 1. The second step was to collect quantitative data through integrated quality assurance situation survey from 131 employees consisted of Mahidol executives, Lecturers and QA staff. The analysis of quantitative data were mean, standard deviation and Priority Needs Index as per the purpose of the study 2. The third step was a focus group discussion with 12 representatives of executives from Mahidol departments and faculties as per the purpose of the study 3. The two qualitative data were analyzed by content analysis. Research findings revealed that there were 7 comprehensive situations with problems of the administration and development of educational quality assurance system for performance excellence in HEIS. In addition, the average efficiency of the administration and development of educational quality assurance system for performance excellence in Mahidol University for 7comprehensive situations in the present situations was "very efficient" ( X 3.77 ,S.D.=1.35), and in the desirable situations also was "very efficient" ( X 4.33,S.D.=1.20), and its Priority Needs Index was 0.14.The average effectiveness of the administration and development of educational quality assurance system for performance excellence in Mahidol university was "moderate effective" in the current situations( X 3.06 ,S.D.=1.09) and in the desirable situations was "very effective" ( X 4.42,S.D.=0.84), and Priority Needs Index was 0.44. Findings showed that there were priorities needs in 7 comprehensive situations and the top 3 priorities were as follows;1.Knowledge Management and information technology (PNI Modified = 0.64) 2.Listening to customers to improve results ( PNI Modified = 0.49). Finally, there were 2 comprehensive situations for the third priority: 3.1 Strategic Management and Implementation and 3.2 Human Resources Management (PNI Modified =0.45). In conclusion, the guidelines of administration and development of educational quality assurance system for performance excellence in Mahidol University for the top 3 Priorities Need Index were provided. They were 1) Survey the need for information technology development and identify the best practices for exchanging learning and implementation across the organization including managing "Automation working place" with a central database. 2) Need analysis of all stakeholders that linked to market demand and policy networks, including government policies. 3) The guideline with equal score is as follows:3.1) "Working as a mobile" by a quality assurance unit has a schedule to stay with the faculty and department at least 2 weeks to understand each other clearly in order to continue working in the same direction. 3.2) Management team of each faculty and department should communicate all personnel clearly what need to be done in the same direction, and be flexible in defining duties and assignments focusing on accountability and transparency.
