Being LGBT at the borders : a study on human rights violations and discriminations against LGBT youths in the deep South of Thailand

Abstract: Thailand is the country well-known as the gay-friendly country and ranked as one of the top countries in Asia and in the world regarding the tolerance issues toward LGBT community. But in the reality Thai LGBT community is still struggling in several levels, which paradoxically contrasts with what the state agencies or the private sectors in Thailand are trying to portray. Even though the society is more tolerant, but the LGBT individuals in Thailand are still facing a lot of challenges of the human rights violations and discriminations through the political, socio-cultural and legal perspectives. When looking through the LGBT discourses and situations in Thailand, several of the previous studies were not much inclusive on the minority LGBT group in the country, including at the Deep South. As the Deep South of Thailand is a Muslim majority community, LGBT youth individuals have been facing several constraints through their daily life which includes human rights violations and discriminations from the state and non-state actors. Both quantitative and qualitative methods were conducted in this study. Surveys and interviews were conducted in the Deep South provinces of Thailand; Pattani, Yala, and Narathiwat as well as with the key persons who have been working and familiar with the issues in the areas. The research identified the human rights violation and discrimination at Deep South by different actors from 31 survey respondents and 15 key informants for the future protection mechanism to the LGBT youths in the Deep South. This research could address and fulfill the gap of LGBT studies in Thailand. Also, it identifies the violations and discriminations in marginalized LGBT community in the country

Abstract: ประเทศไทยเป็นประเทศที่มีชื่อเสียงในเรื่องของความเป็นมิตรต่อกลุ่มประชากรเกย์และถูกจัดอันดับให้เป็นหนึ่งในประเทศที่มีความอดทนอดกลั้นต่อกลุ่มประชากร LGBT เป็นอย่างดีแต่ในความเป็นจริงนั้นกลุ่มประชากร LGBT ในประเทศไทยยังต้องเผชิญกับอุปสรรคในหลากหลายระดับ เมื่อมองไปยังวาทกรรมและสถานการณ์ของ LGBT ในประเทศไทยการศึกษาในอดีตยังไม่ได้มีการศึกษาต่อกลุ่มประชากร LGBT ที่เป็นส่วนน้อยของประเทศ นั่นคือกลุ่มประชากร LGBT ที่จังหวัดชายแดนภาคใต้ เนื่องจากจังหวัดชายแดนภาคใต้มุสลิมเป็นประชากรส่วนใหญ่ในพื้นที่ทำให้ประชากรกลุ่ม LGBT ในจังหวัดชายแดนใต้ต้องเผชิญกับปัญหามากมายในชีวิตประจำวันของพวกเขา ซึ่งรวมไปถึงการขาดซึ่งการปกป้องทางด้านสิทธิมนุษยชนและการละเมิดสิทธิมนุษยชนจากรัฐ และการเลือกปฏิบัติจากตัวละครที่ ไม่ใช่รัฐเช่นกัน โดยเฉพาะต่อกลุ่มเยาวชนในจังหวัดชายแดนใต้ ซึ่งปัจจุบันเป็นยุคโลกาภิวัฒน์ที่การเคลื่อนไหวทางด้านสิทธิ LGBT เป็นเรื่องที่เป็นความนิยมในเมืองหลวงของประเทศแต่ว่าเป็นเรื่องที่มีความละเอียดอ่อนในพื้นที่ดังกล่าว การศึกษานี้ใช้วิธีการเก็บข้อมูลเชิงปริมาณ และเชิงคุณภาพ มีการใช้แบบสอบถามและการสัมภาษณ์ในกลุ่มประชากร LGBT ที่เป็นเยาวชนในพื้นที่จังหวัดชายแดนใต้ได้แก่ปัตตานี ยะลา และ นราธิวาส เช่นเดียวกับการเก็บข้อมูลกับบุคคลที่ทำงานและคุ้นเคยกับประเด็นดังกล่าวในพื้นที่การศึกษานี้จะแสดงให้เห็นถึงการละเมิดสิทธิมนุษยชนและการเลือกปฏิบัติที่เกิดขึ้นจากหลากหลายตัวละคร และแสดงให้เห็นถึงการถกเถียงและการให้คำแนะนำสำหรับกลไกในอนาคตเพื่อปกป้องกลุ่มประชากร LGBT ที่เป็นเยาวชนในจังหวัดชายแดนภาคใต้
