Cost-benefit sharing factors and models in healthcare supply chain collaboration : a case of EDI implementation

Abstract: Collaboration is a key to achieve the ultimate goal of healthcare supply chain management (HSCM) that improves overall supply chain efficiency as well as fragmentation of information flow. Besides, cost-benefit sharing (CBS) approach is the important factor for collaborative success in healthcare supply chain collaboration (HSCC). Unfortunately, collaboration in healthcare supply chain is lagged because of high investment and difficulty to assess a fair allocation of costs and benefits to all supply chain members. Therefore, CBSHSCC theory was developed, which consisted of the following processes. 1) Cost-benefit analysis (CBA) in HSCC: The costs-benefit parameters were analyzed to classify as individual cost/benefit (in-cost/benefit) and coordinated cost/benefit (co-cost/benefit). 2) Sharing characteristics: Sharing schemes and collaboration levels were identified to demonstrate structure of CBS in HSCC. 3) CBS influencing factors: The weights of influencing factors were prioritized for collaborative partners evaluation. Consequently, the weights of willingness to share (WTS) based on influencing factors were analyzed to reveal WTS amount of each co-costs and co-benefits. 4) Optimization models for investment plan: Nonlinear programming models were developed to maximize co-cost and co-benefit ratio as well as allocate co-costs and co-benefits for collaborative players in HSCC. 5) Strategy developing: The collaboration strategies and CBS plan in HSCC were developed and applied to a real case in Thailand. In conclusion, CBS-HSCC theory can be applied to HSC context for collaborative players that need to implement collaboration system among their supply chain. The CBS steps can be easily followed by practical implication process.

Abstract: ความร่วมมือเป็นกุญแจสำคัญอย่างหนึ่งของการให้ได้มาซึ่งเป้าหมายสูงสุดในการจัดการโซ่อุปทานสุขภาพ คือการปรับปรุงด้านประสิทธิภาพโดยรวมและความไม่เชื่อมโยงของสารสนเทศในโซ่อุปทาน ซึ่งการแชร์ต้นทุน-ประโยชน์เป็นปัจจัยสำคัญต่อความสำเร็จของการร่วมมือกันในโซ่อุปทานสุขภาพ อย่างไรก็ตาม การร่วมมือกันในโซ่อุปทานสุขภาพยังไม่ประสบความสำเร็จและไม่แพร่หลายเนื่องจากการลงทุนสูงและยากต่อการจัดสรรสัดส่วนการแชร์ต้นทุนและประโยชน์ที่ยุติธรรมและเป็นที่ยอมรับของทุกผู้ร่วมมือในโซ่อุปทาน ดังนั้น ในการวิจัยนี้จึงพัฒนาทฤษฎีของการแชร์ต้นทุน-ประโยชน์ ของความร่วมมือในโซ่อุปทานสุขภาพ ซึ่งมีส่วนประกอบคือ 1) การวิเคราะห์ต้นทุน-ประโยชน์ ของการร่วมมือในโซ่อุปทานสุขภาพ ถูกวิเคราะห์และแบ่งเป็น 2 ประเภท คือ ต้นทุน-ประโยชน์ที่สามารถแชร์ได้ และต้นทุน-ประโยชน์ที่ไม่สามารถแชร์ได้ 2) การวิเคราะห์ลักษณะและรูปแบบการแชร์ รวมถึงระดับของความร่วมมือ เพื่อแสดงให้เห็นโครงสร้างของการแชร์ต้นทุน-ประโยชน์ ของความร่วมมือการโซ่อุปทานสุขภาพ 3) การวิเคราะห์น้ำ หนักความสำคัญของปัจจัยที่มีผลต่อการแชร์ เพื่อใช้ในการประเมินผู้ร่วมมือรวมทั้งการวิเคราะห์น้ำหนักของความสมัครใจแชร์บนพื้นฐานของปัจจัยที่มีผลต่อการแชร์ เพื่อให้ทราบถึงระดับความสมัครใจในการแชร์ต้นทุนและประโยชน์แต่ละรำยการ 4) การพัฒนาแบบจำลองทำงคณิตศาสตร์ของการโปรแกรมเชิงไม่เป็นเส้นตรงเพื่อวางแผนการลงทุนและจัดสรรต้นทุน-ประโยชน์ที่สามารถแชร์ได้ของแต่ละผู้ร่วมมือ บนเป้าหมายให้มีผลตอบแทนจำกการลงทุนสูงสุดตลอดโซ่อุปทานสุขภาพ และ 5) การพัฒนากลยุทธ์สำหรับความร่วมมือและวางแผนการแชร์ต้นทุน-ประโยชน์ ในโซ่อุปทานสุขภาพ โดยประยุกต์ใช้ในกรณีศึกษาจริง ในประเทศไทย กล่าวโดยสรุป ทฤษฎี CBS-HSCC สามารถนำไปประยุกต์ใช้ในบริบทของโซ่อุปทานสุขภาพได้ สำหรับผู้ที่สนใจอยากจะวางระบบความร่วมมือในโซ่อุปทานของตนเอง โดยสามารถ ดำเนินการตำมขั้นตอนที่สามารถเข้าใจได้ง่ำยตำมกระบวนการประยุกต์ใช้เชิงปฏิบัติ
