Abstract:
Objectives of this research were: 1. To study the general conditions of administration of the Provincial Police Stations Administrators in Chiangmai Province, 2.To study causal relationship factors affecting the Buddhist administrative capability development of the Provincial Police Stations Administrators in Chiangmai Province, and 3. To propose a model for Buddhist administrative capability development of the Provincial Police Stations Administrators in Chiangmai Province, conducted by the mixed research methods.The quantitative research, data were collected from 410 samplesand were analyzed by frequency, percentage, mean, standard deviation and Structural Equation Modeling, SEM using statistical program package. The qualitative research, data were collected by in-depth interviewing 18 key informants and from 9 participants in focus group discussion to confirm the synthesized model of body of knowledge.
Findings were as follow:
1. The general conditions of administration of the Provincial Police Stations Administrators in Chiangmai Province were found that the administrative capability of the Provincial Police Stations Administrators in Chiangmai Province by overall at the highest level (x bar =4.21). Each aspect was also at the highest level in order of the average. 5 aspects were at the highest levels: rendering services to people ( x bar=4.24), natural resources and environment protection ( x bar =4.24), secondly, subordinates attention ( x bar =4.22), security protection for the King and His relatives ( x bar =4.21)
proactive drug preventive operation ( x bar =4.21) and one aspect was at the high level that was safety in life and properties ( x bar =4.15) respectively.
2. Causal relationship factors affecting the Buddhist administration capability development of the Provincial Police Stations Administrators in Chiangmai Province was found that 1) Organizational administration had direct, indirect and total influence on the Buddhist administrative capability development of the Provincial Police Stations Administrators in Chiangmai Province that had statistically significant value at 0.01 consisted of organizational structure, strategy, personnel, style, system, shared value and skills, 2) Vesarajjakarana-dhamma, Intrepidity, had direct and total influence on the Buddhist administrative capability development of the Provincial Police Stations Administrators in Chiangmai Province with statistically significant level at 0.01 consisted of Saddha, confidence with career, Sila, behavior, Bahusacca, great learning, Viriyarambha, exertion, and Panna, wisdom.
3. A model of Buddhist administrative capability development of the Provincial Police Stations Administrators in Chiangmai Province was found that the administration in 6 aspects, they were 1) safety and security protection for the King and His relatives, 2) safety in life and properties protection, 3) proactive drug prevention operation, 4) rendering service to people, 5) natural resources and environment protection, and 6) subordinates care and promotion by applying Buddhist administration, that was Vesarajjakarana-dhamma to promote the administrative capability development of the Administrators, They were 1) Saddha, confidence with career, social acceptance, maintaining the police integrity, 2) Sila, behavior, keeping body, speech and mind in normal condition, and practicing duty with honesty, 3) Bahusacca, great learning with regular learning and training, always self-training for working skill development, 4) Viriyarambha, exertion, practicing only good behave, being brave and dedicated to be successful in life, and 5) Panna, wisdom. Knowledge of police science, being artful to carry out duty with people, realizing sins, merits, benefit, and harm, being real refuge for people.
