Abstract:
The research entitled "Strengthening Social Responsibility of Local Politicians based on the Principle of Sucarita (Uprightness) in Phayao Province" aimedto study and analyze policies, mechanisms and processes to strengthen social
responsibility based on the Sucarita principle of local politicians and to study problems and barriers in strengthening social responsibility of local politicians based on the Sucarito principle. The research was conducted in the form of qualitative research by
studying relevant documents and research and data gathered from in-depth interviews from the key informants and interview data from the expert group numbering 20, including 5 monks, 5 tocal administrative organizations, namely the
mayor, the president of the sub-district Administrative Organization, sub-district, municipal clerks, and 10 members of the sub-district council and members of the sub-district Administrative Council, in the area of Muang Phayao district and Mae Chai
District. Qualitative data collected from various data collection methods were taken to be categorized and classified according to issues and content analysis.
The findings were as follows:
1. For policy, mechanism, and process to promote social responsibility based on the principle of Sucarita of local politicians, policies to strengthen social responsibility of the public sector, focusing on good country management result in local administrative organizations to implement policies in order to provide public services in accordance with 5 missions, namely economics and infrastructure, social development, education and culture, natural resources and the environment, maintaining security and peace, and management. With regard to driving mechanism for enhancing the responsibility of local polticians, it consists of a 3-year
development plan, a 4-year development plan or a local development plan along with a project to be geared by the five mission areas, run by local administrative personnel with the participation of public sector, people network, and social institutions in all sectors. The activities are carried out through local culture, organizational culture and affect the social responsibility of local politicians according
to Sucarita principle.
2. For the policy, mechanisms, and duty of local politicians related to social responsibility based on the Sucarita principle, strengthening the social responsibility of the local politicians based on the Sucarita principle is carried out to implement policies under the mechanism to move the strengthening process of social responsibility. It is conducted by the personnel of the local administrative
organization according to 5 missions based an ethical policies, a policy-based development plan design, focusing on the participation of people, public network, and social institutions through social operations, activities or projects based on organizational culture and local cultture.
3. With regard to prablems and obstactes to strengthening the social responsibility of local politicians based on the Sucarita principle, problem and obstacles in strengthening the social responsibility of local politicians are divided
into three groups: Group 1, Koyasucarita, physical uprightness consisting of 8 aspects; lots of entertainment areas, lack of budget to promote ethical support, non-transparency, no comply with the rules, the use of money for power, corruption,
lack of screening personnel and the mayor has too much power, Group 2 Vacisucarita, verbal uprightness consisting of six aspects, including a lack of cooperation in the organization, impossibility to accomplish mission, the absence of ethical leadership, selling votes, patronage system, without a good model politicians, and group 3, Manosucarita, mental uprightness consisting of 9 characteristics: ignoring ethical importance, lack of development system, the transformation of globalization, lack of consciousness in performing duty, the culture of group, self-interests, lack of promotion in the development of ethical virtue, lack of ethics, and
absence of good leadership.
