Abstract: วัตถุประสงค์ของการวิจัยเชิงปริมาณและคุณภาพครั้งนี้คือ 1) เพื่อศึกษาปัญหาธุรกิจในการพัฒนารูปแบบเศรษฐกิจที่เป็นธรรมของชุมชนริมฝั่งแม่น้ำโขงอำเภอเมืองหนองคาย จังหวัดหนองคาย 2) เพื่อทราบสาเหตุการดำเนินการรูปแบบเศรษฐกิจที่เป็นธรรม อำเภอเมืองหนองคาย จังหวัดหนองคาย และ 3) เพื่อพัฒนารูปแบบเศรษฐกิจที่เป็นธรรมโดยการมีส่วนร่วมของชุมชนริมฝั่งแม่น้ำโขง อำเภอเมืองหนองคาย จังหวัดหนองคาย ขอบเขตของการวิจัยคือ เขตพื้นที่อำเภอเมืองหนองคาย จังหวัดหนองคาย และประชากรที่อยู่ในอำเภอเมืองหนองคาย ในการศึกษาการวิจัยครั้งนี้คือ ประชากรในชุมชนริมฝั่งแม่น้ำโขงในเขตเทศบาลเมืองหนองคายซึ่งประกอบด้วย ตลาดอินโดจีน ซึ่งตั้งอยู่ในเขตพื้นที่อำเภอเมืองหนองคาย จังหวัดหนองคาย โดยกำหนดเนื้อหาของการวิจัยเป็นการศึกษารูปแบบเศรษฐกิจที่เป็นธรรมในชุมชนริมฝั่งแม่น้ำโขงใน อำเภอเมืองหนองคาย จังหวัดหนองคาย เครื่องมือที่ใช้ในการวิจัยคือ แบบสังเกตที่ไม่มีโครงสร้าง และแบบสัมภาษณ์ที่มีโครงสร้าง ผลการวิจัยพบว่า การพัฒนารูปแบบเศรษฐกิจที่เป็นธรรมของอำเภอเมืองหนองคายจังหวัดหนองคาย มีการรณรงค์ในการปรับปรุงด้านอาคารสถานที่ที่เป็นรูปธรรมและการซื้อขายโดยเน้นเรื่องของคุณธรรมโดยให้บริการสินค้าให้มีคุณภาพตามราคาไม่เอาเปรียบผู้บริโภค และได้พบว่าการมีส่วนร่วมของผู้นำชุมชนและประชาชนได้แสดงออกถึงกรมีส่วนร่วมในลักษณะการให้คำแนะนำและ หน่วยงานภาครัฐให้การสนับสนุนการมีส่วนร่วมในการดูแลสถานที่และตรวจดูแลความสะอาดให้เป็นไปตามสุขอนามัย โดยมีการประชาสัมพันธ์เพื่อกรรณรงค์ใช้แต่สินค้าที่มีคุณภาพที่ส่งผลต่อการมีส่วนร่วมของชุมชนคือการรับฟังจากสื่อต่าง ๆ เกี่ยวกับสถานการณ์ของบ้านเมืองที่ทำให้ประชาชนได้รับรู้ถึงความไม่เป็นธรรมและปัญหาอุปสรรค์การมีส่วนร่วมในทางใช้จ่ายซื้อสินค้าต่างๆ ของชุมชนและการซื้อสินค้าและบริการจะทำอย่างไรจึงจะมีความยุติธรรมกันในชุมชน จากผลการศึกษาวิจัย พบว่าแนวทางในการพัฒนารูปแบบเศรษฐกิจที่เป็นธรรมคือให้ประชาชนได้มีส่วนร่วมในการตัดสินใจร่วมกันในชุมชนและมีการดำเนินการอย่างโปร่งใสตลอดถึงการได้รับผลประโยชน์ที่เป็นธรรมและมีการตรวจสอบให้มีคุณภาพตลอดถึง หน่วยงานภาครัฐให้การสนับสนุนมากขึ้นในการส่งเสริมการมีส่วนร่วมในทางเศรษฐกิจทุก ๆ ด้านโดยเฉพาะเศรษฐกิจชุมชนควรให้ความสำคัญต่อชุมชนในเรื่องสุขอนามัยการบริโภคและการใช้จ่ายซื้อสินค้าที่ได้คุณภาพและเป็นธรรม มีการส่งเสริมให้กลุ่มคนเหล่านี้ได้มีโอกาสแสดงบทบาทของตนเองเพิ่มมากขึ้น ผู้นำชุมชนผู้บริหารชุมชน และพัฒนากร ได้เปิดโอกาสให้ประชาชนในชุมชนเข้ามามีส่วนร่วมในการพัฒนาชุมชนตามหลักปรัชญาเศรษฐกิจพอเพียง อีกทั้งมีผลจากการนำหลักปรัชญาเศรษฐกิจ สำนักงานเสริมสร้างความเข้มแข็งของชุมชนมาใช้ในการพัฒนาชุมชนทำให้เกิดผลในการพัฒนารูปแบบเศรษฐกิจที่เป็นธรรมของชุมชนในทุกๆ ด้านและไม่ให้มีปัญหาอุปสรรคใดๆ กับมีข้อเสนอแนะและเพื่อปรับปรุงเพิ่มประสิทธิภาพในการมีส่วนร่วมของประชาชนทั้งในการพัฒนาเศรษฐกิจในรูปแบบความเป็นธรรม เพื่อความ"อยู่เย็น เป็นสุข"ของประชาชนในชุมชนอย่างยั่งยืน .

Abstract: The first purpose of this qualitative and quantitative research is to study the participatory development of the equitable economic model of the Mekong River community in Nong Khai Province. 2) To study the development of a fair economic form in Muang District, Nong Khai Province. 3) To know the problems, obstacles, and suggestions on public participation in the development of fair economic patterns of Mekong communities in Muang Nong District, Nong Khai Province. The scope of the research's area was Nongkhai District, Nong Khai Province, and the population in Nong Khai Province. In this study, the population of the Mekong River Community in Nong Khai municipality's area consists of Indo-China Market in Nong Khai District, Nong Khai Province. The content of the research is a study of the fair economic patterns at the Mekong river community in Muang District, Nong Khai Province. The method of research was an unstructured observation and structured interviews. The research's result found that the development of the Fair Economy Model of Nongkhai District Nong Khai Province, has a campaign to improve the concrete building and trading, and focusing on the virtues by providing quality products at a price that does not exploit the consumer. The involvement of community leaders and the public has been shown to be participatory in the form of guidance and counseling. The Government agencies are encouraged to participate in site upervision and hygiene inspections. It has a public relations campaign for using the quality products that contribute to community participation by listening to the media about the situation of the country, helping people to be aware of injustice and other problems. The research's results of the approach to developing a fair economic model found that people participate in the decision-making in the community, and have a transparent manner with fair and equitable benefits. The Government supported and encouraged to promote economic participation in all aspects, especially in the community. . The community should pay attention to hygiene, consumption and spending on good quality, and fair consumption.The community leaders and the developers have given people's opportunity to participate and develop the community based on the philosophy of sufficiency economy. The Community Development Office applied the economic philosophy for community development resulting in the development of a fair economic model for the community without any barriers. The suggestions need to improve the efficiency of people's participation for economic development in the form of fairness. It is based on the slogan of the terms "Live Happily" of the people in the community sustainably.
