Abstract:
The objectives of this research were as follows; 1. to study the role of sub
district community organization council for local in developing an economic foundation
in the area of Surin Province 2. To study the factors affecting study the role of sub
district community organization council for local in developing an economic foundation
in the area of Surin Province 3. to study the guidelines to strengthen study the role of
sub district community organization council for local in developing an economic
foundation in the area of Surin Province.
The research methodology in this study is a mixed method that combines
documentary research and field studies research. The data were collected from the
questionnaires with a sample of 368 members of community organizations together
with an in-depth interview of 12 key informants. Then, the research has come to the
focus group of 10 experts to the conclusion of the role of the Federation of Community
Organization in developing the Economic Foundation in the area of Surin Province. The
contents were analyzed by using statistical analysis of frequency, percentage, and
standard deviation.
The research results found out that:
1. Individual members of community organizations in Surin are mostly female,
aged 36-59 years, secondary education / vocational certificate / Diploma. The average
monthly income of 5,001-10,000 baht. Their occupations are agriculture. They also
have responsibilities on the duties as members of the Federation of Community
Organization.
2. the role of sub district community organization council for local in
developing Economic Foundation in the area of Surin Province, the overall aspects
found at a high level (x̄ = 3.62, SD = 0.11), considering the money aspect, which is
partially owned, the average at the highest level (x̄ = 4.24, SD = 0.57). The following is
the partnership and cooperation which shows the result at all levels and in all
dimensions (x̄ = 3.89, SD = 0.50), and the least is the aspect of the financial
management system of the community (x̄ = 3.10, SD = 0.56).
3. Factors affecting the role of community organizations in the economic
development foundation in Surin province found that members of the community do
not understand the intent and guidelines for the implementation of Community
Organizations Act 2551. Skills and experience in product development and marketing
have affected the distribution of the local community and economic development as
the basic foundations. Council community organizations focus on supporting the
symposium organized by the forum on the subject of budgeting rather than the actual
operating in the area which affects the effectiveness and efficiency of economic
development foundations. The community members with a list of community
organizations in the establishment of the House and Senate have registered the
community organizations to provide a full component of predetermined CODI
(Communication Organization Development Institute), but some communities are not
continuing anyway. However, the strategy of the Federation of Community Organization
of the offense to be 'Nowe Jia Mian Soa" (well-being), but the understanding of the
members of the district in accepting the community council has done just a little.
Therefore, the attitudes of community organizations show such negative effects. The
mechanism of operation also has obstacles on the patronage system, the authorized
system which may involve and the organization cannot operate according to the
objectives desired. Moreover, in growing awareness to the younger generations in
conserving culture and local resources, is so little to maintain the unique local identity
for further development as a unique product of the community.
4. To strengthen the role of sub district community organization council for
local in the economic development foundation in Surin the Federation of Community
Organization needs to create awareness to the villagers in the spirit of the Council of
Community Organizations Act in 2551 to enable the community to have their self-
management and set up a community fund to support and promote investment and
job creation for developing the quality of life for residents in the community by
developing local products and learning to manage the financial system. Besides that,
they should bring cultural kinship to build good relationships with each other and also
encouraged them to learn the technology for production as well as enhancing the
skills and experience on how to manage their communities. It is also important to
reinforce attitudes about personal sacrifice for the benefits of the public and finding
outstanding autonomous of their community to create unique products to meet
international standards that need to be environmentally friendly and sustainable. In
conclusion, the entire operation must be under the same ideology and the unity of
the community."
