Abstract: ชื่อเรื่อง : แนวทางการพัฒนาการมีส่วนร่วมของคณะกรรมการศึกษาขั้นพื้นฐาน ในการบริหารงานสถานศึกษาในโรงเรียนเฉพาะความพิการ ภาคตะวันออกเฉียงเหนือ สังกัดสำนักงานบริหารงานการศึกษาพิเศษ ผู้วิจัย : นายทวีนันท์ วิทักษบุตร ปริญญา : ครุศาสตรมหาบัณฑิต (การบริหารจัดการการศึกษา) มหาวิทยาลัยราชภัฏมหาสารคาม อาจารย์ที่ปรึกษา : รองศาสตราจารย์ ดร.กฤษกนก ดวงชาทม ปีที่สำเร็จการศึกษา : 2565 บทคัดย่อ การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาระดับการมีส่วนร่วมของของคณะกรรมการสถานศึกษาขั้นพื้นฐานในการบริหารงานสถานศึกษา ในโรงเรียนเฉพาะความพิการ ภาคตะวันออกเฉียงเหนือ สังกัดสำนักบริหารงานการศึกษาพิเศษ 2) ศึกษาแนวทาง การพัฒนาการมีส่วนร่วมของคณะกรรมการสถานศึกษา ขั้นพื้นฐานในการบริหารงานสถานศึกษา ในโรงเรียนเฉพาะความพิการ ภาคตะวันออกเฉียงเหนือ สังกัดสำนักบริหารงานการศึกษาพิเศษ กลุ่มตัวอย่างในการวิจัยได้แก่ ผู้บริหาร และบุคลากรในโรงเรียนเฉพาะความพิการ ภาคตะวันออกเฉียงเหนือ สังกัดสำนักบริหารงานการศึกษาพิเศษ ปีการศึกษา 2564 จำนวน 196 คน ผลการวิจัยพบว่า 1) ระดับการมีส่วนร่วมของคณะกรรมการสถานศึกษาขั้นพื้นฐานใน การบริหารงานสถานศึกษาในโรงเรียนเฉพาะความพิการ ภาคตะวันออกเฉียงเหนือ สังกัดสำนักบริหารงานการศึกษาพิเศษ พบว่า โดยภาพรวมอยู่ในระดับมาก ( = 4.31, = 0.61) เมื่อพิจารณารายด้าน โดยเรียงลำดับจากค่าเฉลี่ยสูงสุดลงมา อันดับแรก คือ ด้านบริหารงานวิชาการ ( = 4.46, = 0.62) รองลงมา คือ ด้านบริหารงานทั่วไป ( = 4.45, = 0.65) ด้านบริหารงานแผนงานและงบประมาณ ( = 4.37, = 0.65) ตามลำดับ ส่วนรายข้อที่มีค่าเฉลี่ยต่ำสุด คือ ด้านบริหารงานบุคคล ( = 4.02, = 0.51) 2) แนวทางการพัฒนาการมีส่วนร่วมของคณะกรรมการสถานศึกษาขั้นพื้นฐาน ในการบริหารงานสถานศึกษาในโรงเรียนเฉพาะความพิการ ภาคตะวันออกเฉียงเหนือ สังกัดสำนักบริหารงานการศึกษาพิเศษพบว่าผลจากข้อเสนอแนะของผู้ทรงคุณวุฒิเกี่ยวกับการมีส่วนร่วมในการบริหารสถานศึกษาในโรงเรียนเฉพาะความพิการ ทั้ง 4 ด้าน พบว่า 1) ด้านการบริหารงานวิชาการ มีการเข้าร่วมประชุมและวางแผนในการจัดการศึกษา เพื่อเสนอแนะในเรื่องต่าง ๆ ในการดำเนินงานให้เป็นสถานศึกษาที่มีคุณภาพ 2) ด้านการบริหารงานแผนงานและงบประมาณ มีการร่วมวางแผนการใช้งบประมาณ เสนอแนะแนวทางการพัฒนาและร่วมนิเทศ ติดตาม และตรวจสอบกับผู้บริหารสถานศึกษาอย่างต่อเนื่อง 3) ด้านการบริหารงานบุคคล มีการส่งเสริมและพัฒนาครูและบุคลากรทางการศึกษาภายในสถานศึกษาให้เป็นบุคลากรที่สามารถปฏิบัติงานได้อย่างมีประสิทธิภาพตามภาระงานที่ได้รับมอบหมายและ 4) ด้านการบริหารงานทั่วไป มีการเข้าร่วมกิจกรรมต่าง ๆ ภายในของสถานศึกษาเพื่อเพิ่มโอกาสทางการศึกษากับให้กับเด็กที่มีความต้องการจำเป็นพิเศษให้ได้รับการพัฒนาตามศักยภาพครอบคลุมทุกคนที่อยู่ในเขตบริการ และให้ได้รับการศึกษาอย่างต่อเนื่อง. คำสำคัญ: การมีส่วนร่วม, แนวทางการพัฒนา _____________________________________________อาจารย์ที่ปรึกษาวิทยานิพนธ์หลัก Title : Guidelines for the Development of Participation of the Basic Education Committees in the Administration in the School for Disabilities Northeast Under the Special Education Bureau Author : Mr.Taweenan Vitagsaboot Degree : Master of Education (Education Management) Rajabhat Maha Sarakham University Advisors : Associate Professor Dr.Kritkanok Duangchatom Year : 2022 ABSTRACT The objectives of this research were 1) to study the participation level of of basic education committee committee in the administration in the school for disabilities in the Northeast Under the Special Education Bureau. 2) to Study the guidelines for the development of the participation of basic education committee committee in the administration in the school for disabilities in the Northeast Under the Special Education Bureau. The sample group in the research consisted of administrators and personnel in in the school for disabilities Northeast Under the Special Education Bureau There were 196 persons under the Office of Special Education Administration, academic year 2021. The tools used for data collection were a 5-level estimation scale questionnaire and an interview form. The statistics used for data analysis are frequency, percentage, mean, standard deviation. The research results were found as follows: 1) The level of participation of the basic education committees in the administration in the school for disabilities Northeast Under the Special Education Bureau, it was found that the overall level was at a high level ( = 4.31, = 0.61). Sorted from the highest average down, the first was academic administration ( = 4.46, = 0.62), followed by general administration ( = 4.45, = 0.65). The management of plans and budgets ( = 4.37, = 0.65), respectively. The item with the lowest average was personnel management ( = 4.02, = 0.51). 2) Guidelines for the development of participation of the basic education committees in the administration in the school for disabilities Northeast Under the Special Education Bureau, it was found that the results of the recommendations of experts regarding participation in educational management in the school for disabilities in all 4 sides were found: 1) Academic administration. Attend meetings and make plans for educational management. to make suggestions on various matters to operate as a quality educational institution; 2) management of work plans and budgets; There is a joint budget planning. Recommend development guidelines and jointly supervise, monitor, and check with educational institution administrators on an ongoing basis. 3) Personnel management. There is a promotion and development of teachers and educational personnel within educational institutions to be personnel who can perform their duties efficiently according to the assigned tasks and 4) general administration.
