Abstract: การวิจัยครั้งนี้มีวัตถุประสงค์ (1) เพื่อศึกษาสภาพปัจจุบัน ปัญหาภาวะผู้นำเชิงกลยุทธ์เพื่อ การบริหารสู่ความเป็นเลิศของสถานศึกษาเอกชน สังกัดสำนักงานคณะกรรมการการศึกษาเอกชน (2) เพื่อศึกษาระดับการบริหารสู่ความเป็นเลิศของสถานศึกษาเอกชน สังกัดสำนักงานคณะกรรมการการศึกษาเอกชน (3) เพื่อพัฒนาข้อเสนอเชิงนโยบายภาวะผู้นำเชิงกลยุทธ์ที่มีต่อการบริหารสู่ความเป็นเลิศของสถานศึกษาเอกชน สังกัดสำนักงานคณะกรรมการการศึกษาเอกชน โดยใช้ระเบียบการวิจัยเชิงนโยบาย 3 ขั้นตอน คือ ขั้นตอนที่ 1 การศึกษาสภาพปัจจุบัน ปัญหา ในการพัฒนาภาวะผู้นำเชิงกลยุทธ์เพื่อการบริหารสู่ความเป็นเลิศ โดยการศึกษาเชิงสำรวจ สัมภาษณ์ผู้ทรงคุณวุฒิ การศึกษาพหุกรณี ขั้นตอนที่ 2 การยกร่างข้อเสนอเชิงนโยบายในการพัฒนาภาวะผู้เชิงกลยุทธ์เพื่อการบริหารสู่ความเป็นเลิศ โดยการสนทนากลุ่มผู้ทรงคุณวุฒิ การสนทนากลุ่มกลุ่มเป้าหมาย ขั้นตอนที่ 3 การตรวจสอบร่างข้อเสนอเชิงนโยบายในการพัฒนาภาวะผู้เชิงกลยุทธ์เพื่อการบริหารสู่ความเป็นเลิศ โดยการใช้แบบสอบถามและการศึกษาเอกสาร ผลการวิจัย พบว่า 1. สภาพปัจจุบันภาวะผู้นำเชิงกลยุทธ์เพื่อการบริหารสู่ความเป็นเลิศของสถานศึกษาเอกชน สังกัดสำนักงานคณะกรรมการการศึกษาเอกชน ภาคตะวันออกเฉียงเหนือตอนล่าง พบว่าสภาพ ปัจจุบันการพัฒนาภาวะผู้นำเชิงกลยุทธ์ของสถานศึกษาเอกชนอยู่ในระดับในระดับมาก การบริหารสถานศึกษาสู่ความเป็นเลิศเอกชน สังกัดสำนักงานคณะกรรมการศึกษาเอกชน มีระดับมาก 2. การพัฒนาข้อเสนอเชิงนโยบายการพัฒนาภาวะผู้นำเชิงกลยุทธ์เพื่อการบริหารสู่ความเป็นเลิศของสถานศึกษาเอกชน สังกัดสำนักงานคณะกรรมการการศึกษาเอกชน พบว่า ข้อเสนอเชิงนโยบายในการพัฒนาภาวะผู้นำเชิงกลยุทธ์ มี 3 องค์ประกอบ คือ ด้านการนำองค์กร มี 4 ด้านการนำกลยุทธ์ไปปฏิบัติ มี 5 ข้อ ด้านการควบคุมและประเมินกลยุทธ์ มี 4 ข้อ ข้อเสนอเชิงนโยบายในการพัฒนาบริหารสู่ความเป็นเลิศของผู้บริหารสถานศึกษาเอกชน ด้านการนำองค์กร มี 7 ข้อ ด้านการวางแผนเชิงกลยุทธ์ มี 7 ข้อ ด้านการมุ่งเน้นผู้เรียนและผู้มีส่วนได้ส่วนเสีย มี 6 ข้อ ด้านการวัดการวิเคราะห์ และการจัดการความรู้ มี 9 ข้อ ด้านการมุ่งเน้นบุคลากร มี 5 ข้อ ด้านการจัดการ กระบวนการ มี 6 ข้อ ด้านผลลัพธ์ มี 6 ข้อ 3. การตรวจสอบข้อเสนอเชิงนโยบายภาวะผู้นำเชิงกลยุทธ์เพื่อการบริหารสู่ความเป็นเลิศของสถานศึกษาเอกชน ตามเกณฑ์ 3 ด้าน คือ ด้านความเหมาะสม ความเป็นไปได้ และความ พบว่า โดยรวมอยู่ในระดับมากที่สุด และรายด้านระดับมากที่สุด คือด้านความสอดคล้องและด้านความเหมาะสม ส่วนด้านความเป็นไปได้ ระดับมาก This research aimed to: (1) study the current conditions and problems related to strategic leadership for the administration to the excellence of private educational institutions; 2) study the administrative level for the excellence of private educational institutions under the Office of the Private Education Commission; and 3) to provide a strategic leadership proposed policy for the administration to the excellence of private educational institutions under the Office of the Private Education Commission. The 3-step policy research methodology was applied. The first step was a study about the current conditions and problems related to a development of strategic leadership for the administration to the excellence through surveys, interviews, and multiple case studies. The second step was a drafting of a proposed policy to develop a strategic leadership for the administration to the excellence through a focused-group discussion with experts. The third step was a verification of the draft of proposed policy to develop a strategic leadership for the administration to the excellence through a questionnaire and a document study. The results showed that: 1. The current condition of strategic leadership for the administration to the excellence of private educational institutions under the Office of the Private Education Commission in the lower northeast is at a high level. Further, the study also revealed that the administration of private educational institutions is at a high level while the administration to the excellence of private educational institutions under the Office of the Private Education Commission is at a moderate level. 2. According to the development of the strategic leadership proposed policy, the 3 components for the development of the strategic leadership are provided as followings: (1) 4 measures for the objective policy; (2) 8 measures for the development guideline; and (3) 11 measures for the implementation. 3. In term of the verification of the strategic leadership proposed policy for the administration to the excellence of private educational institutions in 3 criteria (appropriateness, feasibility, and benefit), the study found that the possibility of all criteria is at the highest level. In addition, the study revealed that feasibility and benefit have the highest possibility in all sub-criteria. When considering each criterion separately, it was found that the feasibility is at the highest level followed by the consistency and the appropriateness, respectively.
