Abstract: VCI paper refers to kraft paper coated with volatile corrosion inhibitor. It is generally used as a wrapped material for ferrous metals from battling rust. After being used, waste VCI paper is considered as hazardous waste. The recycle by physical sorting technique is not feasible. The utilization of waste VCI paper using hydrothermal liquefaction (HTL) for higher energy sources was investigated. The process was studied under methanol-water (10:1 volume based), 260-350oC, ca 55-60 barg, and 15-60 min. Liquid product and solid residue were analyzed through FTIR, TGA, CHNOS, and their heating values. It was found that high temperature of 320-350oC provided an acceptable energy solid source (HHV of 40.3 kJ/g) possessing C/H and O/H ratios falling into the bituminous range of coal. The chemical components for the remaining liquid product were characterized by GC-MS. The majority of compounds was ranged between ketone and oxygenated aromatics. Its physic-chemical properties were similar to raw biocrude readily for the further separation
