Abstract: The purposes of this research were: 1) to study current conditions and factors contributing to the promotion of learning and innovation skills of students for schools under the Secondary Educational Service Area Office; 2) to formulate and validate strategies promoting learning and innovation skills of students for schools under the Secondary Educational Service Area Office; 3) to study the evaluation results of strategies promoting learning and innovation skills of students for schools under the Secondary Educational Service Area Office. The sample groups in this research consisted of 11 experts in innovation and educational administration, 357 school administrators and teachers in charge of academic work, and 9 experts in innovation and educational administration. The instruments applied in the study were interviews, questionnaires of the current conditions and factors contributing to the promotion of learning and innovation skills of students for schools under the Secondary Educational Service Area Office, assessment forms of strategic formulation and audit, and evaluation forms of strategies promoting learning and innovation skills of students for schools under the Secondary Educational Service Area Office. The data was analyzed by percentage, frequency, mean and standard deviation. The research results were found that: 1. The current conditions of the promotion of learning and innovation skills of students for school under the Secondary Educational Service Area Office were: Component 1) Originality and innovation which was in high level showed that an indicator: working creatively with co-workers had the highest average; Component 2) Critical thinking and problem solving was in high level and the indicator: systems thinking had the highest average; and Component 3) Communication and Cooperation also was in high level which excellent ordering ideas and perspectives was the indicator with the highest average. Intemal factors contributing to the promotion of students' learning and innovation skills for schools under the Secondary Educational Service Area Office was in high level. It was found that shared value had the highest average followed by structure, strategy, and staff which had high average, and skill, style, and system had the lowest average. Additionally, external factors contributing to the promotion of students' learning and innovation skills for schools under the Secondary Educational Service Area Office also was in high level. Technology had the highest average followed by policy and politics, social, and economy which had the lowest average. 2. The formulation and audit of strategies by assessing the suitability and feasibility of the strategies discovered 4 master strategies, 14 minor strategies, 21 objectives, 28 indicators, and 3 I guidelines. The results of strategic audit and validation of the suitability and feasibility of the strategies promoting learning and innovation skills for schools under the Secondary Educational Service Area Office found that the suitability of the strategies had high average. Furthermore, the consideration found that Strategy 1: Staff development had the highest average followed by Strategy 2: The development of modern media, technology, and innovation, Strategy 3: The development of management system, and Strategy 4: Network development, respectively. The feasibility audit results of the strategies presented that the overview results were in high level. The consideration of strategies found that Strategy 1: Staff development had the highest average followed by Strategy 3: The development of management system, Strategy 2: The development of modem media, technology, and innovation, and Strategy 4: Network development. 3. The evaluation of strategies promoting learning and innovation skills for schools under the Secondary Educational Service Area Office which the feasibility and usefulness were evaluated. The feasibility evaluation results presented that the overview of the feasibility was in high level and Strategy 1: Staff development had the highest average followed by Strategy 2: The development of modern media, technology, and innovation, Strategy 3: The development of management system, and Strategy 4: Network development. Besides, the evaluation results of usefulness presented that the overview of usefulness was in the highest level. Moreover, the results found that Strategy 4: Network development had the highest average followed by Strategy 2: The development of modern media, technology, and innovation, Strategy 1: Staff development which had equal average, and Strategy 3: The development of management system, respectively.

Abstract: การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพปัจจุบัน และปัจจัยที่เอื้อต่อการส่งเสริมทักษะ การเรียนรู้และนวัดกรรมของนักเรียน สำหรับโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา 2) สร้างและตรวจสอบกลยุทธ์ที่ส่งเสริมทักษะการเรียนรู้และนวัตกรรมของนักเรียน สำหรับโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษามัยยมศึกษา และ 3) ศึกษาผลการประเมินกลยุทธ์ที่ส่งเสริมทักษะ การเรียนรู้และนวัตกรรมของนักเรียน สำหรับโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา กลุ่มตัวอย่างในการวิจัยประกอบด้วย ผู้เชี่ยวชาญด้านนวัดกรรมและการบริหารการศึกษา จำนวน 11 ท่าน ผู้บริหารสถานศึกษาและครูผู้รับผิดชอบงานวิชาการ จำนวน 357 คน ผู้เชี่ยวชาญด้นนวัตกรรม และการบริหารการศึกษา จำนวน 9 ท่าน เครื่องมือที่ใช้ใบการวิจัย ได้แก่ แบบสอบถามสภาพปัจจุบัน และปัจจัยที่เอื้อต่อการส่งเสริมทักษะการเรียนรู้และนวัดกรรมของนักเรีน สำหรับโรงเรียนสังกัด สำนักงานเขตพื้นที่การศึกษามัธยมศึกษา แบบประเมินการสร้างและตรวจสอบกลยุทธ์ และแบบ ประเมินกลยุทธ์ที่ส่งเสริมทักษะการเรียนรู้และนวัตกรรมของนักเรียน สำหรับโรงเรียนสังกัด สำนักงานเขตพื้นที่การศึกษามัธยมศึกษา การวิเคราะห์ข้อมูลสถิติเชิงบรรยายได้แก่ ร้อยละ ความถี่ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์เนื้อหา ผลการวิจัยพบว่า . สภาพปัจจุบันของการส่งเสริมการเรียนรู้และนวัตกรรมของนักเรียน สำหรับโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา องค์ประกอบที่ 1 ความคิดริเริ่มสร้างสรรค์และ นวัดกรรม โดยภาพรวมอยู่ในระดับมาก เมื่อพิจารณาเป็นรายตัวบ่งชี้พบว่า การทำงานอย่างสร้างสรรค์ ร่วมกับผู้อื่น มีค่าเฉลี่ยมากที่สุด องค์ประกอบที่ 2 การคิดอย่างมีวิจารณญาณและการแก้ปัญหา โดยภาพรวมอยู่ในระดับมาก เมื่อพิจารณาเป็นรายตัวบ่งชี้พบว่า การคิดอย่างเป็นระบบมีค่าเฉลี่ย มากที่สุด และองค์ประกอบที่ 3 การสื่อสารและการร่วมมือ โดยภาพรวมอยู่ในระดับมาก เมื่อพิจารณา เป็นรายตัวบ่งชี้พบว่าการเรียบเรียงความคิดและมุมมองได้เป็นอย่างดีมีค่าเฉลี่ยมากที่สุด ปัจจัยภายในที่เอื้อต่อการส่งเสริมทักษะการเรียนรู้และนวัตกรรมของนักเรียน สำหรับ โรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา โดยภาพรวมอยู่ในระดับมาก เมื่อพิจารณา เป็นรายข้อพบว่า ค่านิยมร่วม (Share Value) มีค่าเฉลี่ยมากที่สุด โครงสร้าง (Structure) กลยุทธ์ (Strategy) และบุคคล (Staff) มีค่าเฉลี่ยมากเท่ากัน ทักษะ (Skill) รูปแบบ (Style) และระบบ (System) มีค่าเฉลี่ยต่ำสุด และปัจจัยภายนอกที่เอื้อต่อการส่งเสริมทักษะการเรียนรู้และนวัตกรรมของนักเรียน สำหรับโรงเรียนสังกัดสำนักงานเขดพื้นที่การศึกษามัยยมศึกษา โดยภาพรวมอยู่ในระดับมากเมื่อ พิจารณาเป็นรายข้อพบว่า เทคโนโลยี (Technology) มีค่าเฉลี่ยมากที่สุด อยู่ในระดับมาก นโยบายและ การเมือง (Policy) สังคม (Social) และเศรษฐกิจ (Economy) มีค่าเฉลี่ยต่ำสุด 2. การสร้างและตรวจสอบกลยุทธ์ พบว่ามี 4 กลยุทธ์หลัก 14 กลยุทธ์รอง 21 เป้าประสงค์ 28 ตัวชี้วัด และ 31 แนวปฏิบัติ ตรวจสอบและยืนยันความเหมาะสม และความเป็นไปได้ ของกลยุทธ์ การส่งเสริมทักษะการเรียนรู้และนวัตกรรมของนักเรียน สำหรับโรงเรียนสังกัดสำนักงานเขตพื้นที่ การศึกษา ผลการตรวจสอบความเหมาะสม โดยภาพรวมมีค่าเฉลี่ยอยู่ในระดับมาก เมื่อพิจารณาเป็น รายกลยุทธ์ พบว่า กลยุทธ์ที่ 1 พัฒนาบุคลากร มีค่าเฉลี่ยมากที่สุด รองลงมา ได้แก่ กลยุทธ์ที่ 2 พัฒนา สื่อเทคโนโลยี และนวัตกรรมที่ทันสมัย กลยุทธ์ที่ 3 พัฒนาระบบบริหารจัดการ และกลยุทธ์ที่ 4 พัฒนาเครือข่าย ตามลำดับ และผลการตรวจสอบความเป็นไปได้ โดยภาพรวมอยู่ในระดับมาก เมื่อ พิจารณาเป็นรายกลยุทธ์ พบว่ากลยุทธิ์ที่ 1 พัฒนาบุคลากร มีค่าเฉลี่ยมากที่สุด รองลงมา ได้แก่ กลยุทธ์ ที่ 3 พัฒนาระบบบริหารจัดการ กลยุทธ์ที่ 2 พัฒนาสื่อ เทคโนโลยี และนวัดกรรมที่ทันสมัย และ กลยุทธ์ที่ 4 พัฒนาเครือข่าย ตามลำดับ 3. การประเมินกลยุทธ์การส่งเสริมทักษะการเรียนรู้และนวัดกรรมของนักเรียน สำหรับ โรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกยามัธยมศึกษา โดยการประเมินความเป็น ไปได้ และความ เป็นประโยชน์ ผลการประเมินความเป็นไปได้ โดยภาพรวมอยู่ในระดับมาก พบว่า กลยุทธ์ที่ I พัฒนา บุคลากร มีคำเฉลี่ยมากที่สุด รองลงมาได้แก่ กลยุทธ์ที่ 2 พัฒนาสื่อ เทคโนโลยี และนวัตกรรม ที่ทันสมัย และกลยุทธ์ที่ 3 พัฒนาระบบบริหารจัดการ และกลยุทธ์ที่ 4 พัฒนาเครือข่าย ตามลำดับและ ผลการประเมินความเป็นประโชชน์ โดยภาพรวมอยู่ในระดับมากที่สุด เมื่อพิจารณาเป็นรายกลยุทธ์ พบว่า กลยุทธ์ที่ 4 พัฒนาเครือข่าย มีค่าเฉลี่ยมากที่สุด รองลงมา ได้แก่ เท่ากับ กลยุทธ์ที่ 2 พัฒนาสื่อ เทคโนโลยี และนวัตกรรมที่ทันสมัย กลยุทธ์ที่ 1 พัฒนาบุคลากร และกลยุทธ์ที่ 3 พัฒนาระบบบริหาร จัดการ ตามลำดับ
