Chinese foreign policy towards the South China Sea disputes from 2008-2018 : period of Chinese new aggressiveness
Abstract:
The disputes in the South China Sea (SCS) contribute to a less secure regional security architecture in Asia. International communities have always paid high attention to the process of the disputes as well as to the related states foreign policies towards the issue. In the case of Chinese foreign policy in the SCS, throughout the previous decades, the country historically pursued a peaceful foreign policy through its good neighbor diplomatic approach. This friendly manner of China was derived from the main fabric of Deng Xiaopings foreign policy mantra of taoguang yanghui, meaning to keep a low profile, which shaped Chinas offensive charm for nearly thirty years. However, since the 2008 global financial crisis, China has steadily and strongly risen, and as a consequence, its foreign policy towards the SCS issue has changed. In 2013, Xi Jinping became President of the People's Republic of China, and has played a large role in shaping Chinese external behaviors in the SCS. He diverged from Dengs foreign policy approach, and rather than keeping a low profile, he has led China to follow a more ambitious one rooted in the idea of fenfa you wei, or striving for achievement, in hopes of fulfilling the Chinese Dream. This research aims to describe the recent change of Chinese foreign policy towards the SCS and simultaneously will clarify the motivations behind that change. The researcher employs a foreign policy analysis approach to show that external factors, domestic variables, and mediating impacts have played a decisive role in Chinese governments decision to follow a more aggressive approach in the SCS
