Abstract: การศึกษาครั้งนี้มีความมุ่งหมาย เพื่อศึกษาบทบาทขององค์การบริหารส่วนตําบลในการเสริมสร้างความเข้มแข็งของชุมชน ตําบลบ้านยาง อําเภอลําปลายมาศ จังหวัดบุรีรัมย์ ใน 4 ด้าน คือ ด้านเศรษฐกิจ ด้านการเมืองการปกครอง ด้านสังคมและวัฒนธรรม และด้านสิ่งแวดล้อม กลุ่มตัวอย่าง ได้แก่ ประชากร คือ บุคลากรขององค์การบริหารส่วนตําบลและผู้นําในชุมชน ตําบลบ้านยาง อําเภอลําปลายมาศ จังหวัดบุรีรัมย์ ประกอบด้วย นายกองค์การบริหารส่วนตําบล รองนายกองค์การบริหารส่วนตําบล เลขานุการ สมาชิกองค์การบริหารส่วนตําบล พนักงาน/ลูกจ้างประจํา/พนักงานจ้างองค์การบริหารส่วนตําบล/กํานัน/สารวัตรกํานัน/ผู้ใหญ่บ้าน/ผู้ช่วยผู้ใหญ่บ้าน/และแพทย์ประจําตําบล จํานวน 110 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถามมี 3 ลักษณะ คือ แบบตรวจสอบรายการ (Checklist) แบบมาตราส่วนประมาณค่า (Rating Scale) 5 ระดับ และแบบปลายเปิด (Open - ended Form) ได้ค่าความเชื่อมั่น (Reliability) เท่ากับ 0.9278 สถิติพื้นฐานที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัยพบว่า 1.ความคิดเห็นเกี่ยวกับบทบาทขององค์การบริหารส่วนตําบลในการเสริมสร้างความเข้มแข็งของชุมชน ตําบลบ้านยาง อําเภอลําปลายมาศ จังหวัดบุรีรัมย์ โดยภาพรวมอยู่ในระดับปานกลาง เมื่อพิจารณารายด้าน พบว่า ด้านสังคมและวัฒนธรรมอยู่ในระดับมาก นอกนั้นอยู่ในระดับปานกลางโดยด้านที่มีค่าเฉลี่ยสูงสุดคือ ด้านสังคมและวัฒนธรรม รองลงมา คือด้านสิ่งแวดล้อม ส่วนด้านที่มีค่าเฉลี่ยตําที่สุด คือ ด้านเศรษฐกิจ ตามลําดับ 2.ความคิดเห็นและข้อเสนอแนะอื่นๆ ที่มีจํานวนมากที่สุด คือ ควรมีการส่งเสริมให้ประชาชนได้มีส่วนร่วมในการปฏิบัติงานขององค์การบริหารส่วนตําบล อย่างสร้างสรรค์และสามัคคีมีคุณธรรมเพื่อลดความขัดแย้งภายในองค์กรของตําบล รองลงมา คือ ควรมีการส่งเสริมและสนับสนุนด้านงบประมาณเพื่ออนุรักษ์ขนบธรรมเนียมประเพณีอันดีงาม และควรมีการส่งเสริมให้ความรู้เกี่ยวกับการอนุรักษ์ทรัพยากรธรรมชาติ ตามลําดับ

Abstract: This research aims at to study the role of Subdistrict AdministrativeOrganization to reinforce the strength of community, Banyang Sub District,Lamplaimat District, Buriram Province, in four aspects: economic,political and administrative, social and cultural and environmental. The sample is the staff of Sub District Administrative Organization and leader in the community in Banyang sub district, Lamplaimat district, Buriram Province,which comprises 110 persons selecting fromthe chief executive officer,deputy chief executive officer, secretary, member of sub district AdministrativeOrganization, staff, officer, temporary officer, sub district headman, sub district inspector, village headman, village assistant headman,doctor of sub district. The tool used to collect the data is the three types of questionnaire: checklist, rating scale, and open ended form. The reliabilityis secured at 0.9278 point. The standard statistics used in analyzing data is percentage, mean, and standard deviation. From the research it is found that the overall image of the opinion about the role of sub district administrative organization to reinforce the strength of community,Banyang sub district, Lamplaimat district, Buriram Province is moderately scored; whereas, in each aspect, it is found that the socio-culturalaspect is highly scored. The rest aspect is moderately scored. The socio-cultural aspect is highly scored and environmental aspect is moderatelyscored and the economic aspect is scored in the low level.The opinions and suggestions which are highly recommendedare that the people should be encouraged to participate in work of sub district administrative organization constructively, jointly and morally to reducethe conflict within organization of sub district. The next recommendationis thatthe budget should be sanctionedto preserve and promotethetradition and culture and the knowledge of preservation of naturalresource should be imparted to local peoplerespectively.
