The objectives of the study were: 1) to investigate the degree of needs in the development of personnel administration of the schools under Sisaket Primary Educational Service Area Office 2, 2) to compare the needs in the development of personnel administration of the schools under Sisaket Primary Educational Service Area Office 2 classified by the position, working experience, and the school size, and 3) to examine development guidelines of personnel administration of the schools under Sisaket Primary Educational Service Area Office 2. The samples consisted of 123 schools selected by stratified random sampling. The key informant was one school director from each school and one teacher who is responsible of personnel management of school which was the total of 246 people. The key informant in the interview were 5 school directors. The employed research instruments were the five levels of Likerts scale questionnaire with the reliability of 0.984 and the structured interview. The statistics used in this research were frequency value, percentage, average, standard deviation, and index value. The content analysis comparison of the difference between variables was used to analyze t-test, f-test, and significant difference based on Scheffés method.
Research findings were as follows: 1) The overall level of needs in the development of personnel administration of the schools under Sisaket Primary Educational Service Area Office 2 was at a high level of the current condition and the highest level of the condition that it should be. 2) The overall comparison of the needs ง in the development of personnel administration of the schools under Sisaket Primary Educational Service Area Office 2 classified by the position revealed that the samples were in different positions but did not have different needs in developing personnel management of schools. When classified by work experience, it showed that the samples had different work experience and different needs in developing personnel management of schools with the significance of 0.05, while classified by school size aspect was not different. 3) The development guidelines of personnel administration of the schools under Sisaket Primary Educational Service Area Office 2 are 3.1) on the manpower planning and determination the position of the director of school, it should have enough manpower planning for the need of current and future, 3.2) on the nomination and appointment of the school director, it should be related to the Human Resources Planning based on the shortage majors to respond for efficacy teaching management by the context of school and should connect to Sisaket Primary Education Service Area Office 2, 3.3) on the personnel maintenance, the director of school should have the positive motivation of working in schools, 3.4) on the manpower development, the director of school should pay attention to preparing Human Resources Development Plan, 3.5) Ton the evaluation of working, the director of school should carefully evaluate the work
