Abstract:
Thr purpose of this research was to propose the guidelines for adjusting the roles concerning ship inspection of the inspectors of Harbor Department and ship owners to enhance the safety of maritime transport of the Thai flag vessels. There were 2 parts of data collection. First, secondary data was collected from the documets. Secondly, primary data were collected with Delphi technique from 10 ship inspectors of the Harbor Department and 10 owners of the Thai flag vessels. It was found that the following were guidelines to adjust the role of the inspectors of Harbor Department and the ship owners to improve the safety of maritime transport of the Thai flag ships. Tor the Harbor Department, the suggestions are as follows: 1) Strict inspection should be given to Thai flag vessels having a history of being delayed by the port of the foreign country. 2) Strict inspection should be especially given to the ship owners having one of the ships in the fleet with a history of being delayed. 3) Srtict inspection should be especially given to old Thai flag boats. 4) Strict inspection should be especially given to Thai flag ships carrying liquid cargo. 5) There should be a policy to develop a ship inspection officers. 6) The ship inspection officer should be developed to have the role to be a consultant for ship owners and the ship crew. For the ship owners, the suggestions are as follows: 1) The ship owner must pay special attention to the management of the ship having a history of being punished by delaying the ship. 2) If a ship in the ship fleet is delayed or cancelled, the ship owner must revise the companys management process to find the causes and solutions of the immediate problems and to find the ways to prevent problems from occurring, either with the same ship or the other ships in the fleet. 3) Special attention must be given to management especially for old ships. 4) Special attention must be given to close management of vessels with liquid cargo. 5) Good budget management for safety should be required, and the amount of money should be provided for specific security arrangements. 6) The ship should be inspected by its owner in order that it is ready for a third partys ship inspection.
