The administration of conditions and guidelines in accordance with good governance of the college administrators of vocational education area Ubon Ratchathani province
Abstract:
The purposes of this research were as follows: 1) to Study the administrative conditions in accordance with the good governance principles of the College Administrators of Vocational Education Area Ubon Ratchathani Province. 2) to Compare opinions about management according to principles Governance of the College Administrators of Vocational Education Area Ubon Ratchathani Province as Classified by gender, work experience and position. 3) To Study the problems and guidelines for administration according the good governance principles of the College Administrators of Vocational Education Area Ubon Ratchathani Province. The sample used in the research were 291 personnel under Ubon Ratchathani Vocational Education office. The research instrument was a 5 rating scale questionnaire with reliability of .98 and an interview questionnaire regarding the conditions and guidelines for administrative conditions in accordance with the good governance principles of the College Administrators of Vocational EducationArea Ubon Ratchathani Province. The statistics used in data analysis were freguency, percentage, mean, standard deviation, t-test and One-way ANOVA analysis of variance. and Scheffes method.
The Research findings were as follows:
1. The subjects in the study as Conditions and guidelines for administrative conditions in accordance with the good governance principles of the College Administrators of Vocational Education Area Ubon Ratchathani Province, were at a high level. The aspect with the highest average value was the participation principle. Moral principles as the aspect with the lowest is Transparency.
2. The subjects in the study as Compare the opinions about the conditions and guidelines for administrative conditions in accordance with the good governance principles of the College Administrators of Vocational Education Area Ubon Ratchathani Province, Classified by gender and work experience, they no difference. As classifying by sneezing Found a statistically significant of .05.
3.The recommendations were as follows. The Administration of Conditions and Guidelines in Accordance With Good Governance of the College Administrators of Vocational Education Area Ubon Ratchathani Province.
3.1 The problems were: 1) Regarding the rule of law, lacking knowledge, understanding of laws, rules and regulations related to operations. 2) Moral principles Lack of work Selfishness for personal benefit more than common interest with breaks to divide them. 3) Transparency aspect Lack of knowledge and understanding of procurement resulting in not getting the most benefit from budget management. 4) Principles of participation Decision making by using personal opinions and not listening to other people's opinions. 5) Responsibility Perform according to one's own feelings Delayed work without accountability and regardless of achievement. 6) Value principles Lack of awareness of economical and cost-effective use of equipment
3.2 The guidelines: Educational administration was to be based on virtues and confidence in good. Mutual trust and transparency were required. Stakeholders should be allowed to participate in providing recommendations and solving problems. Enthusiasm was essential to the educational administration. Besides, limited available resources had to be utilized to a maximum level.
