Abstract:
The study aimed to investigate the historical background,the problems of operation as well as the suggestions for thesolutions to the problems concerning the Tambon Developmentprospects in Amphoe Phanomprai, Roi Et province. The structuredand unstructured interview forms were used to gather the datathrough the 126 samplee obtained by the Specified Random Samplingtechniques, consisted of 5 members of Amphoe Development committee,52 members of Tambon Council committee, 69 working staff membersand the operation supporters of rural development of Tambon,The data were analyzed by means of percentage and content analysis.The findingy were as follows:Amphoe Pbsnomprai had started to operate the TambonDevelopment pro]sets since 1992 through the of budgets foroperations during the fiscal yean of 1992-1995. The total smount ofthe allotted annual budget had been a little bit over four millionbaht, The obtained budgets had been spent on the supplying drinkingwater and utility water project, the water supply for agricultureproject, occupations and incomea development project, and the publicutilities projects.The problems of operation under the Tambon Dvvelopment projects could be identified as follows:The budgets allooded to the Tambon councils were retarded and too small. There was a lack of technicians especially, personel earned Bacholor degrees, The orders from different Departments confused the Tambon Councils and there werenot any meetings from the government agencies to inform the Tambon Development committee, On the other hand, the Tambon Councils informed the people only by the meetings from which information could not be thoroughly obtained. The Tambon Gouncils lacked updated information, knowledge about filing, and lacked understanding of the application of information for planning. Length of time allowed by the Amphoe Development committee forthe Tambon Councils to make and propose their development plansfor approval was too short, The Tampon Councils paid no attention to the follow-up evaluation. 1t lacked of budgets and evperts for the follow-up evaluation, cooperation from local people. Finally both the Tampon Councils and the local people had no interest in maintaining and keeping up with the projects.The following suggestions were made in order to solve the problems of operation in compliance with the Tampon Development projects: First of ail, the public service should transform and improve the bureaucracy of project approval, 'rhen the budgetsfor the approved projects should be transfered sooner or faster with the increasing amounts, i.e. 2,000,000-2,500,000 baht fora Tambon per year. A considerable budget for wages should alsobe set up for technicians and personnel with bachelor degrees.The government agencies who gave out the official order tothe Tambon councils who were carried out the tasks should all wark in coordination and gave the official order to the Tambon Councils and the Amphoe Development committee were subsequently obliged to hold a meeting where all the projects were officially and continuouly informed and passed. on to the committee members. To enhance the continuous and thorough publicity, it is necessary that the Tambon Councils should apply and utilize a variety of sources of public relations, and all of the budget could be achieved through the support of the government. Apart from this, the budget for wages of operating officers for planning project should be allocated for operation in every Tambon Council. Sufficient time or the deadline for submitting the projectshould be extended until the Tambon Council could discretely and carefully determine the practical projects. The know-how officers in tbe project evaluation for every Tambon Council should be employed, and the government should support the sufficient budget for the Tambon Councils, Therefore, it was the Tambon Councils obligation to take more action in public relations, people's cooperation and participation. Otherwise more budget was of main concern for Tsmbon Cuncils' project operations and maintenances,
