Abstract:
The objective of this research was to study the legal fishing of entrepreneurs in
Thailand and the process of tuna import of entrepreneurs in Thailand. The interviews were
conducted to 3 government officials including Department of Foreign Trade official, Customs
officer, and the Department of Fisheries officials. In addition, 13 tuna importers were interviewed.
The research results showed that the legal fishing of entrepreneurs in Thailand consisted of the
hull of a Thai fishing boat whose weight was 30 tons gross or upwards, the tracking equipment
(VMS) that had a VMS number in the current serial number license, usage status, and Logbook
displaying the ship's mark, ship's condition, vessel's load, system adopting internet technology,
Global Navigation Satellite System (GPS) and mobile phone networks (Global service mobile:
GSM). All of these worked together to get a real-time Vessel positioning system (VPS) through
the Online Application for Regulation. Commercial fishing boats that had been approved by the
Department of Fisheries would receive a sticker as a license. If the entrepreneurs did not bring the
boat for inspection, the license would be revoked. For the import process, considering tuna
documents encountered some operational problems that affected the operational efficiency of the
licensing process of a license to bring animals or carcasses into the Kingdom (Form R. 7) or
license to bring animals or carcasses out of the Kingdom (Form R. 9). For the documents related
to import and export, the problems found included both staff and clients lack of knowledge and
understanding of laws, regulations, announcements and practices related to import and export of
aquatic animals. There was also the lack of public relations, providing knowledge to those
involved, including the government, private sector and the public. Transportation process was
also very important. In order not to get stuck with the problems of the document processing
procedures and transportation cycle when the goods arrived at the port or airport or when the
officer opened the inspection, all documents such as goods declaration, product list, bill of lading
and the product details sheet should be clearly manifested.
