Abstract: การวิจัยนี้มีวัตถุประสงค์เพื่อวิเคราะห์ สังเคราะห์ มาตรฐาน ตัวชี้วัด การจัดการสื่อและทรัพยากรการเรียนรู้สำหรับโรงเรียนในศตวรรษที่ 21 เพื่อจัดทำและนำเสนอมาตรฐานการจัดการสื่อและทรัพยากรการเรียนรู้สำหรับโรงเรียนในศตวรรษที่ 21 สำหรับโรงเรียน สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน กระทรวงศึกษาธิการ วิธีดำเนินการวิจัยมี 3 ระยะ ได้แก่ ระยะที่1 วิเคราะห์ สังเคราะห์ เอกสาร วรรณกรรม งานวิจัย และเอกสารอื่นๆ ที่เกี่ยวข้องกับมาตรฐานการจัดการสื่อและทรัพยากรการเรียนรู้สำหรับโรงเรียนในศตวรรษที่ 21 ระยะที่2 จัดทำมาตรฐานการจัดการสื่อและทรัพยากรการเรียนรู้สำหรับโรงเรียนในศตวรรษที่ 21 ระยะที่3 การศึกษาความเป็นไปได้เกี่ยวกับมาตรฐานการจัดการสื่อและทรัพยากรการเรียนรู้สำหรับโรงเรียนในศตวรรษที่ 21 กลุ่มตัวอย่างคือ ผู้บริหารโรงเรียน ข้าราชการครู สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน จำนวน 255 คน ได้มาจากการสุ่มตัวอย่างแบบกลุ่ม เก็บข้อมูลโดยใช้แบบสอบถาม วิเคราะห์ข้อมูลโดยใช้สถิติเชิงพรรณนา การวิเคราะห์เนื้อหา การวิเคราะห์องค์ประกอบเชิงยืนยัน ผลการวิจัยพบว่า (1) มาตรฐานการจัดการสื่อและทรัพยากรการเรียนรู้สำหรับโรงเรียนในศตวรรษที่ 21 ในโรงเรียนสังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน กระทรวงศึกษาธิการ มี 4 มาตรฐาน 13 องค์ประกอบ 43 ตัวชี้วัด ประกอบด้วยมาตรฐานที่ 1) ด้านการพัฒนา มีค่าเฉลี่ยเท่ากับ 3.90 มี 4 องค์ประกอบ 1) กระบวนการพัฒนาสื่อการเรียนรู้ 2) ความรู้ ทักษะ คุณธรรม 3) การพัฒนาผู้สอน 4) การพัฒนาผู้เรียน มี 14 ตัวชี้วัด มาตรฐานที่ 2) ด้านการใช้ มีค่าเฉลี่ยเท่ากับ 3.80 ประกอบด้วย 3 องค์ประกอบ 1) การใช้สื่อการเรียนรู้ 2) เทคโนโลยีการเรียนรู้ 3) การประเมินสื่อการเรียนรู้ มี 12 ตัวชี้วัด มาตรฐานที่3) ด้านการจัดการ มีค่าเฉลี่ยเท่ากับ 3.79 ประกอบด้วย 3 องค์ประกอบ 1) การจัดการโครงการ 2) โครงสร้างพื้นฐาน 3) ทรัพยากรการเรียนรู้ มี 9 ตัวชี้วัด มาตรฐานที่ 4) ด้านการเรียนการสอน มีค่าเฉลี่ยเท่ากับ 3.75 ประกอบด้วย 3 องค์ประกอบ 1) หลักสูตรการเรียนรู้ 2) รูปแบบการจัดการเรียนรู้ 3) การประเมินเพื่อพัฒนาผู้เรียน มี 8 ตัวชี้วัด (2) การวิเคราะห์องค์ประกอบเชิงยืนยันของมาตรฐานการจัดการสื่อและทรัพยากรการเรียนรู้สำหรับโรงเรียนในศตวรรษที่ 21 พบว่าทุกตัวชี้วัดมีค่าน้ำหนักองค์ประกอบมากกว่า 0.4 โดยมีค่าน้ำหนักองค์ประกอบระหว่าง 0.511 – 0.823 แสดงว่าเป็นองค์ประกอบที่มีความสัมพันธ์กัน จำแนกได้ดังนี้ 1) ด้านการพัฒนา (Development) มี 14 ตัวชี้วัด มีค่าน้ำหนักองค์ประกอบระหว่าง 0.511 ถึง 0.751 2) ด้านการใช้ (Utilization) มี 12 ตัวชี้วัด มีค่าน้ำหนักองค์ประกอบระหว่าง 0.607 ถึง 0.785 3) ด้านการจัดการ (Management) มี 9 ตัวชี้วัด มีค่าน้ำหนักองค์ประกอบระหว่าง 0.706 ถึง 0.812 4) ด้านการเรียนการสอน (Instruction) มี 8 ตัวชี้วัด มีค่าน้ำหนักองค์ประกอบระหว่าง 0.657 ถึง 0.823

Abstract: The objectives of this thesis are to analyze and synthesize the standards and indicators of learning media and resources management for the school in 21st century. The further objectives are to make and present outline of these standards and indicators of learning media and resources to the Basic Education Commission (OBEC), the Ministry of Education. The example population is 255 people of the school directors and teachers who work in the Basic Education Commission (OBEC) and were selected by cluster random sampling. This thesis collected data by using evaluation questionnaires and analyzed data by descriptive statistics the content analysis and confirmatory analysis(CFA).Result were follows: (1) The Standard of learning media and resource management for schools in the 21st century in schools under the Office of the Basic Education Commission The Ministry of Education has 4 standards,13 elements,43 indicators,standard1,development has means of 3.90 there are consists of 4 elements, 1) Learning media development, 2) knowledge skills and moral, 3) Instructor development, 4) Leaner development ,there are 14 indicators,standard2, utilization has means of 3.80 there are consists of 3 elements, 1) use of media Learning ,2) Learning technology, 3) research and evaluation of learning ,there are 12 indicators, standard3,management has means of 3.79 there are consist of 3 elements,1) project management, 2) infrastructure ,3) resources learning, there are 9 indicators, standard4,instruction has means of 3.75 there are consists of 3 elements ,1) curriculum ,2) Learning Style, 3) Assessment for learner development ,there are 8 indicators. (2) The Result showed the confirmatory analysis the standards of Learning media and resources management for schools in 21st century. All indicators have component values ​​greater than 0.4, with component values ​​between 0.511 and 0.823 indicating that there are related elements. Classified as follows 1) Development has 14 indicators with component values between 0.511 and 0.751 2) Utilization has 12 indicators with component values between 0.607 and 0.785 3) Management has 9 indicator with component values between 0.706 and 0.812. 4) Instruction has 8 indicators with component values between 0.657 and 0.823.
