บทคัดย่อภาษาอังกฤษ
The objectives of this research were to: 1) study levels of problems and obstacles to job performance of sub-district administrative organizations in Muang district, Nakhon Pathom province; 2) compare the problems and obstacles to job performance of the sub-district organizations in Muang district, Nakhon Pathom province, regarding personal status, and 3) investigate guidelines on solutions for the problems and obstacles to job performance of the sub-district administrative organizations in Muang district, Nakhon Pathom province. The 290 samples, obtained by stratified random sampling, were administrators, council members, and employees of sub-district administrative organizations. The research instrument was a constructed 5 rating-scale questionnaire. The statistics used for analyzing the data were frequency, percentage, arithmetic means, standard deviation, t - test and F- test.
The research findings were as follows:
1. The problems and obstacles to job performance of sub-district administrative organizations in Muang district, Nakhon Pathom province, were overall at moderate levels. When each aspect was analyzed individually, the results showed the general administrative aspect, the financial management aspect, and the health care management aspect, had moderate problems and obstacles to the job performance; whereas, the public work management aspect had low problems and obstacles to the job performance.
2. The administrators, the council members, and the employees who had different sex, age, and educational level differently viewed the problems and obstacles to job performance of the sub-district organizations in Muang district, Nakhon Pathom province, at the statistically significantly levels of .05.
3. Guidelines for solutions to the problems and obstacles of job performance of the sub-district administrative organizations in Muang district, Nakhon Pathom province, were namely, organizing training and seminars on policy, transparent rules and obvious work procedures setting among the administrators, council members, and employees; emphasizing efficient teamwork based on good governance in job performance for more efficiency for the organization; and providing participating opportunity for people in order to allow them to know work procedures, and to be able to check them.
