Abstract: การวิจัยเรื่อง ความมั่นคงพลังงานของประเทศไทย มีวัตถุประสงค์เพื่อศึกษาและวิเคราะห์เกี่ยวกับสภาพปัญหาความมั่นคงพลังงานของประเทศไทย รวมทั้งเพื่อศึกษาและวิเคราะห์ความมั่นคงพลังงานผลต่อเศรษฐกิจของประเทศไทย โดยการวิจัยนี้เป็นการวิจัยเชิงคุณภาพด้วยวิธีการวิเคราะห์ตีความจากเอกสาร และการสัมภาษณ์บุคคล องค์กร หน่วยงานที่เกี่ยวข้องกับพลังงาน ซึ่งขอบเขตของการศึกษาใช้ระยะเวลาศึกษาตั้งแต่ปี พ.ศ. 2544 – พ.ศ. 2560 จากการศึกษา พบว่า สภาพปัญหาความมั่นคงพลัง งานของประเทศไทย ประกอบด้วย ปัญหาด้านทรัพยากร ปัญหา การเมือง ปัญหาราคา ปัญหาเทคโนโลยี และปัญหาสิ่งแวดล้อม ซึ่งส่งผลให้ประเทศไทยไม่มีความมั่นคงด้านพลังงานเท่าที่ควรจะเป็น รวมทั้งศึกษาวิเคราะห์ว่า ความมั่นคงพลังงานมีผลต่อเศรษฐกิจของประเทศ จากการศึกษาพบว่า เนื่องจากพลังงานเป็นโครงสร้างพื้นฐาน และความน่าเชื่อถือต่อเศรษฐกิจของประเทศ ตลอดจนพลังงานเป็นปัจจัยการผลิต ต้นทุนการผลิต และเป็นสินค้าสําคัญต่อภาคอุตสาหกรรมและสําคัญต่อการพัฒนาเศรษฐกิจของประเทศจึงมีผลต่อกัน อย่างไรก็ดี พลังงานกับความมั่นคงเศรษฐกิจที่เปรียบเสมือนไข่แดงที่อยู่ตรงกลางและห่อหุ้มด้วยความมั่นคงเศรษฐกิจ และห่อหุ้มด้วยความมั่นคงของรัฐอีกชั้น ดังนั้น ความมั่นคงพลังงานจึงเป็นแกนกลางความมั่นคงของประเทศที่ช่วยหล่อเลี้ยงเศรษฐกิจ แต่ทั้งนี้ แม้ว่าประเทศไทยจะมียุทธศาสตร์และนโยบายด้านพลังงานมาระยะเวลาพอสมควรแล้วกลับพบว่า ยุทธศาสตร์และนโยบายด้านพลังงานดังกล่าว ไม่ได้มีการนําไปใช้หรือปฏิบัติโดยจริงจัง ดังนั้น สามารถสรุปได้ว่า ความมั่นคงพลังงานของประเทศไทยนั้นยังไม่มันคงเท่าที่ควร เนื่องจากสภาพปัญหาตามที่กล่าวมาแล้ว รวมทั้งประเทศไทย มีหลักยุทธศาสตร์พลังงานเพียงหนึ่งเดียว คือ การสร้างความมั่นคงพลังงานหรือสมดุลพลังงานภายในประเทศจากปัจจัยภายนอก (Energy security by external balancing) ซึ่งยังไม่ตอบสนองการสร้างความมั่นคงพลังงานในระยะยาว

Abstract: Energy Security of Thailand, Thesis aim to study and analyze the problem of energy in Thailand, To study and analyze energy stability affecting Thailand economy This is a qualitative research with the interpretation of the document and content analyze and interviews with individuals, organizations related to energy in Thailand. The scope of a study period is from 2001 to 2017 B.C. According to studies, it has been found that the problem of energy security in Thailand consists of resources problems. politic problems, price problems, technology problems and environmental problems. It should be results in Thailand having no energy security. Including studying and analyzing how energy security affects the economy of the country According to studies, it has been found that Because energy is the basic structure and credibility for the national economy As well as energy as a production factor production cost and is an important product for the industrial sector and important to the economic development of the country. However, energy and security, an economy that is like an egg yolk in the middle and encapsulated by stability, economy and encapsulated by state security, therefore, energy security is the core of national security that helps nourish the economy. However, energy and security dimensions can be said. Energy is an important national energy power that resembles an egg yolk in the middle and is encapsulated by economic stability and encapsulated by state stability. Therefore, energy security is the core of the country's security, which helps to sustain the economy. However, even if Thailand has a strategy for energy for a relatively long time.
