Abstract:
The objectives of Thesis were as follows: (1) To study and to compare the understanding in duty role of the management team and members of the local council in Khon Kaen Province. (2) To compare the understanding in duty role of the management team and members of the local council in Khon Kaen Province, classified by positions, educations, and experiences for the understanding in duty role of the management team and members of the local council. 3) To study of the proposal of the understanding in duty role of the management team and members of the local council in Khon Kaen Province. The samples were the administrator and members of the local council in Khon Kaen Province equal 400 samples by Taro Yamanes method. The research instrument used for collecting the data was the questionnaire with the reliability value of 0.96. Data were analyzed by using the frequency, percentage, mean, standard deviation, t-test, F-test and Scheffes method pair comparison.
The results of this research were found as follows: 1.) The understanding in duty role of the administrator and members of the local council in Khon Kaen Province revealed the aspect of the policy formulation and planning was at the good level. The second rank aspects included the inspection, monitoring and evaluation was at the best level. 2.) The hypothesis testing results found that among the administrator and members of the local council, different experience had the understanding in duty role of the administrator and members of the local council totally had no difference but among positions and educations totally had significant difference at the 0.01 level, consistent with the hypothesis. 3.) The proposal of understanding in duty role of the administrator and members, 1) the policy formulation and planning arrange by the frequency of 3 ranks revealed that the aspects of the seriously of need assessment and cover at the most level. The second rank aspects included the administrators policy should cover strategic planed and the members of local council should to participate in the policy formulation respectively. 2) The inspection, monitoring and evaluation arrange by the frequency of 3 ranks revealed that the administrator should to present regular government report for local council in time. The second rank aspects included administrator should to administer follow good governances, to be transparent and inspection and the present of the monitoring and evaluation of 3 years developing plan respectively.
