Abstract:
This research aims to study the policies and proactive measures, degree of performance report, and
degree of problem in teaching and learning management of auto-mechanics division in Vocational
Education Institute of the South Region 2. The research tools were questionnaires consisting of 9
items of performance report and problem: administration and curriculum development, preparation
of lesson plans, teaching learning activities, teaching media using and educational innovation,
measurement and evaluation, learning management supervision, academic activities, research and
development to teaching and learning, and educational assurance. Each item has 3 levels: awareness
(1 A), attempt (2A), and achievement (3A). The reliability of questionnaire was analyzed and found
to be 0.955. The sample was the executives of the colleges and the instructors of auto-mechanics
division in Vocational Education Institute of the South Region 2 (18 colleges). Data was analyzed
using the mean, standard deviation, t-test, and f-test. The research finding can be summarized as
follows: (1) the policies and proactive measures of the executives were at the level of 3A for the
preparation of lesson plan (at most 6 1.1 1%) and at the level of 2A for the use of media using and
education innovation (at most 55.56%); (2) the policies and proactive measures of the instructors
were at the level of 3A for the preparation of lesson plan (at most 25.49%) and at the level of 2A for
the administration and curriculum development (at most 85.29%); (3) considering the results
according the types of college revealed that the Technical Colleges possessed policies and proactive
measures at the level of 2A for the administration and curriculum development (at most 74.24%)and the research and development (at most 69.70%), the Industrial and community Education
College held policies and proactive measures at the level of 3A for the preparation of lesson plans
(at most 36.21%), and at the level of 2A for the administration and cumculum development (at most
79.3 I %) and the use of teaching media (at most 77.59%), and the Polytechnic possessed policies
and proactive measures at the level of 3A for the preparation of lesson plan (at most 50.00%), and at
the level of 2A for the administration and cumculum development (at most 78.57%) and the use of
teaching media (at most 71.43%); (4) the problems of the institute in the policies and proactive
measures by overall were averaged in the least level ( S T = 2.49, S.D. = 0.53); and (5) the
comparison between the performance report of the executives and that of the instructors by t-test
showed that they were not different except for the teaching and learning activities at 0.05
significance levels. The comparison of performance report level among the college groups by f-test
also showed no difference except for the administration and curriculum development and
measurement and evaluation at 0.05 significance levels.
