Abstract: การวิจัยเรื่องนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพและปัญหาการจัดการขยะมูลฝอยของเทศบาลเมืองหัวหิน 2) ศึกษาประสิทธิภาพการจัดการขยะมูลฝอยของเทศบาลเมืองหัวหิน 3) ศึกษาการพัฒนารูปแบบการจัดการขยะมูลฝอยอย่างมีประสิทธิภาพของเทศบาลเมืองหัวหิน ผู้วิจัยใช้วิธีการวิจัยแบบผสมผสานวิธี (Mixed Methods Research) ระหว่างวิธีการวิจัยเชิงปริมาณและการวิจัยเชิงคุณภาพ กลุ่มตัวอย่าง คือ ประชาชน จำนวน 395 ครัวเรือน ที่ได้จากการสุ่มตัวอย่างแบบง่าย (Simple Random Sampling) ด้วยวิธีการจับสลากและผู้ปฏิบัติงานของเทศบาลเมืองหัวหิน จำนวน 45 คน ที่ได้จากการสุ่มตัวอย่างแบบเจาะจง (Purposive Sampling) ผลการศึกษาพบว่า 1) สภาพการจัดการขยะในเขตเทศบาลเมืองหัวหิน พบว่า ขยะส่วนใหญ่เป็นเศษอาหาร/ผัก/ผลไม้ รองลงมาได้แก่ เศษถุงพลาสติก ปัญหาที่พบ คือ ประชาชนไม่สนใจการคัดแยกขยะ ประชาชนไม่ค่อยทิ้งขยะตามประเภทของถังขยะ ถังขยะแบบแบ่งประเภทมีไม่เพียงพอ ปัญหาพื้นที่ในการนำขยะไปทิ้งที่บ่อกำจัดขยะ 2) ประสิทธิภาพการจัดการขยะตามหลักการ 3 Rs พบว่า โดยภาพรวมอยู่ในระดับปานกลาง โดยการลดปริมาณขยะ (Reduce) มีประสิทธิภาพในการจัดการได้เป็นอันดับแรก รองลงมา คือ การนำวัสดุหมุนเวียนกลับมาใช้ใหม่ (Recycle) และอันดับสุดท้ายคือ การนำวัสดุกลับมาใช้ซ้ำ (Reuse) ขณะที่ประสิทธิภาพด้านการให้บริการจัดเก็บขยะ พบว่า โดยภาพรวมอยู่ในระดับปานกลาง โดยการบริการพนักงาน/เจ้าหน้าที่ เป็นอันดับแรก รองลงมาคือ ยานพาหนะ/อุปกรณ์ ส่วนการกักเก็บและเก็บขนและการกำจัดขยะเป็นอันดับสุดท้าย 3) การพัฒนารูปแบบการจัดการขยะมูลฝอยอย่างมีประสิทธิภาพ คือ การออกเทศบัญญัติที่เกี่ยวกับการจัดการขยะ การสร้างความร่วมมือกับองค์กรปกครองส่วนท้องถิ่นอื่นหรือหน่วยงานราชการหรือภาคเอกชนในพื้นที่ในการกำจัดขยะมูลฝอยร่วมกัน การจัดทำโครงการและกิจกรรมควรมุ่งเน้นไปที่การจัดการขยะตามหลัก 3Rs หนุนเสริมให้ชุมชน โรงเรียน วัด และภาคเอกชน ที่มีความพร้อมและสมัครใจเข้าร่วมโครงการและกิจกรรม ควรมีการติดตามและประเมินผลการบริการจัดเก็บขยะของบริษัทเอกชน และควรมีการรณรงค์ ให้ความรู้ และประชาสัมพันธ์อย่างต่อเนื่อง โดยเฉพาะการสร้างความรู้ ความเข้าใจ ในการคัดแยกขยะ วิธีการคัดแยกขยะแต่ละประเภทอย่างถูกต้อง การจัดระบบการคัดแยกขยะ วัสดุ อุปกรณ์ ต่าง ๆ ที่จะนำมาใช้สำหรับการคัดแยกขยะ This research study aimed at: 1) studying the status and problems of solid waste management by Hua Hin Municipality; 2) studying the efficient solid waste management by Hua Hin Municipality; and 3) studying the development of efficient waste management model by Hua Hin Municipality. The study was the mixed methods research in which both qualitative and quantitative research methods were used. The sample included local people in 395 households selected by simple random sampling by way of drawing lots. Another 45 workers of Muang Hua Hin Municipality were used by purposive sampling. The result showed that: 1) for the waste management in Hua Hin Municipality, a large amount of waste was food scraps/ vegetable/ fruit, and others were plastic bags. The problems were that most people ignored the waste separation, and they ignored to throw the waste based on dust bin types while there were not enough classified dust bins. Another problem was an area to be the waste disposal site. 2) Regarding the efficiency of waste management based on 3Rs Principle, it was at the medium level in general. The amount of waste could be managed most efficiently, followed by waste recycle and waste reuse. For the efficiency of waste collection service, it was at the medium level in general caused by service officers, followed by vehicles/equipment, and waste collection, transfer and disposal. 3) The development of efficient waste management model involved the enactment of municipal law on waste disposal, and collaboration with other local administrative organizations or government authorities or private sector there for joint waste disposal. The projects or activities should focus on the 3Rs waste management. Any communities, schools, temples, and private sector that are ready and willing to join these projects and activities should be encouraged. The waste collection by the private company should be monitored and evaluated. The general people should be educated and publicized for waste separation, waste separation methods, waste separation system, and any tools and equipment to be used for waste separation.
