Abstract:
This research aimed to study and analyze people involved in policies and measures, laws, policies and measures.
Security management of unskilled foreign workers in industrial sector of Thailand. Study the implementation of constraints
and propose ways to improve the management of unskilled migrant workers in the industrial sector of Thailand. Qualitative
research methods are used to obtain the most important information. 1. research papers and 2. 14 sample in-depth interviews
from Chonburi employment agency, Chonburi government officials, Chonburi public health officials, Chonburi provincial
police officers, President of Chonburi industry council, labor technocrat, Chonburi business owners, migrant workers. These
are the major unites involve in unskilled migrant workers management in Chonburi industry. We used interview information
analyzing with research papers and descriptions to make conclusions for unskilled migrant workers.
The results showed that the agencies involved in policies and measures to manage unskilled migrant workers in
the industrial sector of Thailand were Bureau of Migrant Workers Administration, Department of Employment, Ministry of
Labor was the key unit and worked with many ministries such as the Ministry of the Interior, Ministry of Defense, Ministry
of Public Health and the provincial agencies involved in the policy and measures to manage unskilled migrant workers. In
additions, one Stop Service Center of registered provincial employment, district office, armed forces, hospitals, provincial
police stations And Immigration Division
There were 6 laws used to manage migrant workers in the industrial sector of Thailand. Immigration Act, 1979,
Migrant Work Act 2008, Anti-Trafficking in Persons Act 2008 The Labor Protection Act, B.E. 2541, the Social Security Act,
B.E. 2533 and the Compensation Act, B.E. 2537.
Key policies and measures for managing unskilled migrant workers in Thailand over the past 20 years include:
1. measures to classify migrants from Burma, Cambodia and Laos; 2. establishment of escaping migrants management
committees 3. establishment of migrant workers and human trafficking solving committees.
The guidelines for developing unskilled migrant workers in Thailand industry are as follows:
1. For Security aspect: it should be increase manpower and budgets. Improve, more clarify and enforce law and
penalties seriously.
2. Economic aspect: It should solve the problem of unfairness in labor such as wages, working hours, taking
leave, etc. Reduce the number of migrant workers in the business sector. Improve the process of migrant workers
employment. Consider to reducing the registration or renew fee in deficient business.
3. Social/ Public Health aspect: Employers should be encouraged to assist migrant workers, such as the
provision of shelter, sanitation facilities and utilities, give more attention on contagious diseases of migrant workers. The
government should teach Thai language and Thai culture courses to migrant workers before working in Thailand. The
employers or migrant workers should be absorb the training fee.
4. Human rights aspect: The government should improve and clarify the regulations on the migrant workers
rights. Migrant workers could be able to access public welfares e.g. hospitals, schools, a public facilities. In additions,
increase penalties for trafficking offenses. We should protect victims and witnesses affected by human trafficking.
